Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties You will prepare preliminary budget estimates and financial reviews for relatively stable programs or program support activities. You will perform financial reconciliation of accounts and transactions in financial systems; including financial reporting and auditing. You will formulate budgets and estimates to support plans, programs, and activities; review and evaluate budget requests, control and reporting of obligations and expenditures. You will provide information about, and interpret standard organization budgetary, accounting, or financial administrative procedures, practices, and regulations. You will perform specialized work involving managerial or administrative work in connection with accounting systems; analytical, forecasting, and interpretive functions associated with the management and control of resources or funds. You will perform tracking and control of funds for special programs; analytical or program work pertaining to payroll, cash control, or benefit systems. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. Qualifications GS-11:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing database system suspense listings to clear suspended transactions, and reconcile the accounting records; 2) Reconciling multiple systems with each other on a monthly basis to ensure proper transactions are recorded in all systems; 3) Reviewing comments, input status codes, and all documents for accuracy and completeness; 4) Researching root cause for accounting transaction discrepancies, and identifying adequate justification to complete forms for correction; 5) Reviewing and approve funding requests in the database systems while ensuring requirements and supporting documentation are in compliance with appropriate law, regulations, and policies; and 6) Completing direct and reimbursable fund status, and other financial reports as required. GS-09:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Comparing financial execution data from database systems and identifying transaction misalignments; 2) Performing analysis on corrective actions needed to balance the systems; 3) Analyzing financial transaction status for dormant account report samples and identify appropriate reason and status codes; 4) Processing incoming reimbursable accounts by creating reimbursable lines of accounting, generating bill numbers in database systems while creating and attaching supporting documentation in a reimbursable log; 5) Preparing cash collection vouchers while identifying and preparing transactions to move funding between appropriation accounts; 6) Receiving invoices in mail, check databases for funding obligations, preparing for payment and submitting invoices for certification; and 7) Creating reimbursable logs for purchase card transactions and processing transactions and reconcile purchasing card log with database systems. GS-07:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Pulling suspense listings from database systems; 2) Researching root cause for accounting transaction discrepancies, identifying and completing corrective action in database systems; 3) Generating document lists and reports from database systems; 4) Generating dormant account reports from database systems and analyze financial transaction status for the samples; 5) Receiving and reviewing reimbursable funding documents from grantor, and return signed acceptance while maintaining copies; 6) Receiving cash/checks from outside parties, track on log and provide to cash custodian for safekeeping; and 4) Preparing cash collection vouchers and depositing cash/checks. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines. Certification requirements are outlined in the DoD Instruction 1300.26 available at Education GS-07:
Have successfully completed one full year of graduate level education
OR
Successfully completed a bachelor's degree with superior academic achievement GS-09:
A master's or equivalent graduate degree
OR
Two full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related GS-11:
Ph.D. or equivalent doctoral degree
OR
Three full years of progressively higher level graduate education leading to such a degree
