Job description
Duties You will provide guidance to employees and supervisor/managers in the administration of the Federal Employees Compensation Act program as it relates to traumatic injury, occupational illness/disease or Notice of Recurrence and compensation claims. You will coordinate efforts to return to duty, employees who are on leave without pay, or OWCP periodic rolls. You will utilize Employees' Compensation Operations and Management Portal (ECOMP) in accordance with the Department of Labor and Department of Navy instructions. You will maintain information and documents in the Defense Injury and Unemployment Compensation System (DIUCS) in accordance with the Department of Defense and Department of Navy directives, instruction, and guidance You will act as the DON interface between serviced commands, attending physicians, employees, supervisors, managers, and OWCP in administering the FECA program. You will provide guidance to serviced commands in creating or initiating return to work programs. You will analyze circumstances of FECA claims during the initial post-injury phases to determine the facts of injury, monitor the use of continuation of pay, medical evaluations and to ensure periods of disability are substantiated by documentation. You will work in collaboration with other benefit experts to research, provide advice, and bring resolution to FECA program issues related to other functional areas (FEHB, FEGLI, and retirement). You will identify overpayments for resolution, annotating the overpayment in DIUCS and upload documents in ECOMP for OWCP to take action. You will deliver FECA training to serviced Commands to include supervisors, managers, and employees. Requirements Conditions of Employment Must be a US Citizen. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require you to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when visiting industrial areas. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications FOR THE GS 11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying human resources management (HRM) laws, principles, systems, policies, and practices to the analysis of information related to occupational injuries or illnesses in support of worker's compensation claims AND providing guidance to employees and supervisors on worker's compensation claim procedures in accordance with the Federal Employees Compensation Act (FECA). FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing guidance to employees and supervisors on worker's compensation claim procedures, providing them with appropriate documentation, maintaining all employee records and assisting with the administrative duties of the compensation program in accordance with the Federal Employees Compensation Act (FECA). FOR THE GS-09 POSITION: Successful completion of a master's or equivalent graduate degree; OR Successful completion of two full years of progressively higher-level graduate education leading to a master's degree OR LL.B. or J.D. if related ; OR A combination of experience and graduate education as described above that equates to one year of experience.
