Job description

Duties You will manage the Environmental Resiliency Program within Navy Region Hawaii; working closely with the installations and Navy Region Hawaii to achieve environmental resiliency goals. You will manage and implement environmental resiliency projects. You will serve as the Contracting Officer's Technical Representative (COTR) on contracts to ensure preparation of technically adequate, timely and cost-effective planning products. You will work with facilities management, planning, and design engineers during early planning and project development to identify opportunities to support climate resiliency goals. You will prepare and review NEPA documents at all levels, including EA, EIS and categorical exclusions; and determine needed studies, supporting documents and consultations required to complete the NEPA process for the proposed project. You will prepare and present briefs to Navy leadership, senior-level officials in federal, state and local government as well as the public. You will advise during project early planning and development on all aspects of environmental planning, including requirements, timeline and cost. You will establish work schedules, determine priorities, coordinate work with other section employees, promote team building and ensure program quality across contactor and in-house products. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. You will be required to successfully complete the following training courses within prescribed timeframe: 80 hrs of continuous learning credits are required every 24 months. Occasional travel away from the normal duty station is required typically 2-7 days at a time. Overnight travel by air is required 25% of the time. Qualifications This position has a selective placement factor for the 0819 series, Environmental Engineer Position, that will be used to screen out ineligible candidates. The selective placement factor is: Current license as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico for the Environmental Planner position. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Overseeing the application of the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), and Clean Water Act (CWA), 2) Reviewing natural resource projects to ensure the related environmental laws (i.e. Endangered Species Act, Migratory Bird Treaty Act, etc.) are applied, 3) Managing environmental resilience and sustainability projects in support of DoD installations, 4) Advising leadership of technical and risk management solutions for efficient execution of contracts. Education For the 0020 Series: You have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR You have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner. OR You have a combination of education and experience where the courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. For Series 0401: Successful completion of a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position. OR A combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that I possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above. For the 0819 Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
