Summary You will serve as a PROGRAM MANAGER in the CONTINGENCY ENGINEERING BUSINESS LINE of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. This interdisciplinary position will be filled as a General Engineer (0801), Architect (0808), or Civil Engineer (0810). Duties You will serve as the Program Manager supporting various INDOPACOM Title 10 US Code Security Cooperation Programs You will provide independent program/project management consultative services for planning, programming, budget management, and contingency contract administration (construction and services) for assigned projects located in the INDOPACOM AO. You will ensure pertinent design codes are in adherence, to include the Unified Facilities Criteria (UFC), International Building Code (IBC), and/or Host Nation design codes, whichever are pertinent to the particular Program and its requirements. You will determine when NAVFAC ECH III or IV Planning, Design, and Construction (PDC) Directorate reach-back or A-E Services are required to support the project technical and/or project execution requirements. You will work with ROICC Thailand/Philippines to foster working relationships with country teams in the INDOPACOM area of responsibility. Requirements Conditions of Employment Must be a US Citizen. You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This is a Mission Essential position. This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801, or 0810 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing program/project management consultative services for planning, programming, budget management, and contingency contract administration (construction and services) for assigned projects; 2) Planning, coordinating design requirements, and evaluating a variety of construction projects and service contracts for various locations; 3) Executing project management and engineering practices to provide quality and compliant plans, designs, and specifications; 4) Ensuring construction designs conform to the Unified Facilities Criteria (UFC) and International Building Code (IBC). To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
