Job description

Duties You will contract and prepare of a wide range of documents, presentations and training related to historic and cultural resource protection and preservation. You will review construction and maintenance/repair project engineering documents, facility designs and specifications for compliance with Secretary of the Interior's Standards for the Treatment of Historic Properties. You will provide historic and cultural resources subject matter expertise for the preparation of environmental planning documents, including Environmental Impact Statements, Environmental Assessments and Environmental Reviews. You will evaluate proposed actions for potential impacts to historic and cultural resources, and compliance with historic preservation statutes, regulations and guidelines. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using contracting principles, procedures, and practices necessary to prepare, administer, and monitor contracts for historic preservation and cultural resources; 2) Providing historic preservation and cultural resources management products and services for compliance with the National Historic Preservation Act (NHPA); 3) Evaluating proposed actions for potential impacts to historic and cultural resources, and compliance with historic preservation statutes, regulations and guidelines; and 4) Preparing and presenting briefs to help maintain the level of understanding of the NHPA and processes of compliance. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: HISTORIAN 170 SERIES Degree: history; or related field that included at least 18 semester hours in history. OR Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education. ARCHITECTURE 808 SERIES Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required). DEGREE AUDITS ARE NOT AN ACCEPTABLE SUBSTITUTE FOR TRANSCRIPTS. Additional information This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. A forty hour work week is typical for this position. Several vacancies may be filled. A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Physical Demands: The majority of the work is sedentary but requires local and occasionally overseas site assignments with fieldwork that involves considerable walking, bending, and light carrying of material and equipment. May also include fieldwork requiring wearing of personal safety gear, physical exertion in the form of extensive walking in hot and humid weather, as well as lifting of moderately heavy items. WORK ENVIRONMENT: The work is normally accomplished in an adequate office space with minimal exposure to personnel safety hazards. The majority of the work is performed in an office setting. There is fieldwork and site visits, which exposes the incumbent to a variety of physical hazards, such as those found on a typical construction site or abandoned building. The incumbent receives safety training and additional safety certifications, defense acquisition training and software training as needed. This position is covered by the Department of Defense Priority Placement Program.
