Portfolio Manager Department: Defense Employment Type: Full Time Location: Honolulu, Hawaii Description Orbis is seeking a Honolulu-based, experienced project manager, to lead a matrixed international, communications focused project and to spearhead client engagement and US market advocacy in the Pacific Region. This project will leverage a high performing matrix of technical experts ranging from software developers and engineers to advance qualitative and quantitative researchers, data scientists, and evaluations experts. The project manager is responsible for the successful delivery and growth of their project, which conduct leading research design, data collection, and data analysis activities to produce and implement recommendations that will support the client in optimizing communications across organizational bodies. This position features the opportunity to interact with a wide range of key stakeholders, including those at the most senior levels. This is an exciting opportunity for an organized, energetic, and experienced manager to work on a project with real impact helping our client develop ways of better meeting the needs of a critical mission. Key Responsibilities This position is accountable for the successful delivery of up to 3 FTE on contract, with opportunity for growth The Project Manager is responsible for successful project delivery, customer satisfaction, staffing and retention, meeting financial and contractual commitments, and new business growth related to their portfolio Be the primary contact for technical, cost, and schedule performance reporting, including project reviews to both the customer and company leadership Communicate early and often all program financial risks and resource needs to senior leadership The Project Manager functions as a company advocate in the region, Orbis is a growing company and relies on each of its employees to champion its products, Ensure adequate communications between the client, the prime, and employees are maintained throughout the program Work with matrixed staff and project assignees to ensure each has access to senior-level technical guidance and assistance as necessary Work with matrixed staff and project assignees to review deliverables, as required for quality assurance The Project Manager brings matrixed staff and project assignees together to accomplish specialized tasks within a specified time and scope, Project Managers are personally responsible for the development of their Project Assignees, which includes personally coaching and training them, as well as delegation of tasks Skills, Knowledge and Expertise The Portfolio Manager is accountable for successful staffing and retention within their portfolio The Portfolio Manager is the first line manager for project assignees, who may be located in a variety of customer spaces across various regions and time zones The Portfolio Manager also functions as a consultant to the SVP and VP for Defense Programs and to the matrixed teams to help Orbis ensure program delivery, customer satisfaction, meeting financial and contractual commitments, and new business growth within the line of business (LOB) As needed, the Portfolio Manager will work together across programs, Lines of Business and internal company functions to share resources and experience with the goal to improve efficiency and overall performance The manager will collaborate with Talent Management the development of their project assignees, which includes coaching and training them, as well as delegation of tasks Maintains accountability for managerial work even when delegating managerial tasks All managers are expected to be familiar with and exhibit Orbis' core values, including values and proposition mission statements, by Orbis Operating Principles The manager should attend our internal Impact Metrics training to learn Orbis proprietary methodology and service offerings When accepting a manager role, Orbis managers are given the autonomy to work when they need to work, which may mean 40+ hours in a week. This does not exempt from core hours coverage at their customer Every new manager is subject to an initial three-month trial period U.S. Citizenship TS/SCI clearance Bachelor's or Master's degree With a bachelor's degree, a minimum of 3-years' experience in personnel or operations management under the Department of Defense Familiarity with US INDOPACOM organizational structure Familiarity with US military communications structure: Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Ability and Willingness to travel to multiple work locations in O'ahu, (Ft Shaftner, Camp Smith, Waikiki) Ability and Willingness to travel occasionally throughout the Pacific, Experience developing presentations and providing briefings to all levels of management Excellent oral and written communication skills Excellent interpersonal skills and experience mentoring and developing subordinates Familiarization with the FAR and government contractor regulations Ability to create and visually represent data using charts and graphs Proficiency with MS Excel and PowerPoint Every new manager is subject to an initial three-month trial period Familiarity with Measures of Effectiveness/Measures of Performance (MOE/MOP) Experience supporting technical projects with a focus on mission outcomes Ability to analyze information and identify implications for policy, processes, communications and training PMP certification is preferred, but not required
