Job description
Duties (cond't) manpower and personnel administration; deployment processing/training/coordination; Operations Plan (OPLAN) management; contingency exercise and evaluation; facility management; resources management; vehicle support/maintenance; mechanized material handling system maintenance; safety, security and deployment readiness; and Antiterrorism/Force Protection program; Reserve Coordinator and other programs supporting air mobility operations. Plans, organizes, and directs the activities of Combat Readiness and Resources Flight, ensuring compliance with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Represents the squadron commander with a variety of installation and functional area organizations. Directs training, resources, and systems functions to ensure the efficient and effective operation unit personnel deployment processes. Plans and directs all contingency, emergency, and/or expeditionary deployments and receptions for the squadron. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability (cond't) (cond't) of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve. IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. (cond't) (cond't) Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. Must be able to obtain and maintain a Secret Security Clearance. This is a Centrally Managed Position in the Logistics Management Series Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations. This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include transportation equipment, vehicles, personnel management, deployment planning, training, operations, and logistic plans and programs under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron. Knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include transportation equipment, vehicles, personnel management, deployment planning, training, operations, and logistic plans and programs under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron. Knowledge of safety and security regulations, practices, and procedures. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to plan, organize, and direct the functions, mentor, motivate, and appraise the staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
