Duties SUMMARY OF DUTIES: The purpose of this position is to serve as a Distribution Traffic Management Specialist, which provides technical expertise, support and execution relating to the movement of equipment, supplies, and personnel for both peacetime and wartime. Manages, directs, develops, plans, and analyzes Deployment and Distribution programs. Serves as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment. Ensures that traffic management and transportation services required to support the mission are accomplished. Inspects, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Procures domestic and international travel for both military and civilian passengers. Maintains all transportation related automated systems and databases to support the Traffic Management Programs for the State. Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA). Performs other duties as assigned. Details of the duties and responsibilities are contained in the applicable position description (D) which can be provided to you by HRO. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. Qualifications QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. Ensure that the Questionnaire is completed on Application Manager. GENERAL EXPERIENCE: Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 24 months of experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing. OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. COMPATIBLE AFSC: 2T0X1 NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted. d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. e. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). f.
