The Indo-Pacific Regional Operations Department (N254) with the US Indo-Pacific Command (USINDOPACOM) and the Military Service Components on-island to inform warfighter requirements and Concepts of Operation (CONOP), and provides Command, Control, Communications, Computers, and Intelligence (C4I) systems acquisition, engineering, and integration support to the Department of Defense (DOD) and U.S. Allies in the Pacific Theater. N254 is a dynamic and forward leaning organization that provides direct connections to warfighters. These direct connections allow staff to monitor and participate in current operations and exercises. A key output of this access is the ability to inform technology innovation and capability analysis with operational domain expertise. N254 operational depth and warfighter access has generated considerable expertise in the development and analysis of CONOPS, mission threads, use cases, and operational requirements. The Department establishes links between DoD sponsors and Coalition Partner development activities. N254 is on the cutting edge of current operations and is a major thought leader in force modernization. Roles and Responsibilities: You will contribute to and shape MITRE's work across INDOPACOM guiding and implementing strategic and operational command, control, communications, and computers (C4), and partner nation Cybersecurity and Command and Control (C2) capabilities and initiatives.The selected candidate will work closely with military and civilian personnel across the USINDOPACOM staff directorates to include the J2, J5, and J6. This includes close collaboration with USINDOPACOM country officers, Foreign Military Sales (FMS) efforts, Significant Security Cooperation Initiatives (SSCIs), and Department of State led efforts.This task requires analysis and recommendations to guide the command's high-level capability planning and prioritization in close coordination with other Combatant Commands, the Joint Staff, Combat Support Agencies, Service Components, Department of State, and Service acquisition activities.Successful candidates will have detailed knowledge of relevant policies, processes, technical systems, and coalition security cooperation processes required for the integration and execution of strategic and operational-level recommendations. Collaborate with USINDOPACOM, and the MITRE Project Leader supporting the Service Components on-island to define and guide strategic objectives and daily execution of support to security cooperation efforts. Actively collaborate with other projects supporting related sponsors to ensure maximum value and impact across MITRE's sponsors. Demonstrate strong familiarity and skill in one or more of the following areas: (1) Defense Security Cooperation; (2) Systems of systems architecture and integration; (3) Translating operational needs into system requirements; or (4) Model Based Systems Engineering. Support and partner with both senior military leaders and action officers to identify operational and engineering challenges, potential solutions, and communicate project goals and impacts clearly and effectively. Proactively work as part of multiple geographically distributed teams that develop robust network of MITRE and other professional connections. Engage and collaborate with engineers and planners, subject matter experts, and defense acquisition professionals Comfortably and respectfully engage with both US and foreign nations' senior military leaders and engineers as well as commercial executives and managers while maintaining appropriate strategic FFRDC partnership relationship.

Understand the power of reach-back and be an effective conduit to bring the talent forward to execute at the right time. Basic Qualifications: Typically a BS in a technical discipline, such as Engineering (Mechanical, Electrical, Aerospace, Manufacturing, Computer), Computer/Information Science; or a BA in International Relations, International Security, or similar fields with 8 years of related experience, or a Master's and 6 years of related experience or PhD with 3 year's experience; or equivalent combination of related education and work experience.
Active Secret clearance with the ability to obtain and maintain Department of Defense Top Secret/SCI security clearance and DHS-EOD Secret Fitness.
Five years of professional experiencein International Affairs and Security Cooperation
Prior experience with Department of Defense, Geographic Combatant Commands, State Department, United States Agency for International Development
Effective and influential oral communications skills
Strong written communications skills
This position has an on-site requirement of 5 days a week. Preferred Qualifications: Master's degree in related field
Five years' experience in military C4, Cybersecurity, or Command and Control
Five years' experience coordinating with relevant Geographical Combatant Commands security cooperation efforts.
Familiarity with coordinating security cooperation plans with other U.S. Government security sector assistance plans and activities and, with security cooperation activities of USINDOPACOM allies and partner nations.
Demonstrated experience with MITRE project management processes, capabilities, and associated tools.
Functional domain background in C4 and international cybersecurity policy and processes
Comfort applying technical and domain background at both the theater and partner nation mission levels.
Basic knowledge of enterprise and architectural engineering
Basic knowledge of defensive cyber operations and the MITRE ATT&CK Framework
Familiarity with partner nation C4 and cybersecurity institutional capacity building
Familiarity with partner nation command and control interoperability, integration, and systems engineering
Familiarity with Geo-Political Competition and USAFRICOM Campaign Planning and Objectives
Familiarity with Title 10 and Title 22 security cooperation program proposal development and approval process
Familiarity navigating 10 USC 333 authority and Peace Keeping Operations approval documents and authorities related to security cooperation.
Familiarity with the Security Assistance Management Manual, Foreign Assistance Act, Arms Export Control Act, U.S.C. Title 10, and related DoD statues and directives.
Flexible, self-starter, "comfortable in discomfort"
Proven capability for strategic planning and ability to provide actionable plans to government sponsors
DoDI 8570 Information Assurance Manager (IAM) Level III Certification (GSLC, CISM, CISSP, or CISSP Associate)
