Job description

Position Title: Vice President of Programs



Reports To: Chief Executive Officer





Position Summary:



Oversee all aspects of the Programs Division to include the Planning and Estimating, Business Development and Engineering departments.

  • Consistently be on time for work, meetings and appointments and deliver work projects by assigned due dates.

  • Maintain assigned work areas in a clean and orderly fashion.

  • Maintain and ensure the safety of all assigned equipment.

  • Perform all duties in conformance to appropriate safety and security standards.

  • Meet productivity goals and quality standards as set by management.





Essential Duties & Responsibilities:




  • Responsible for the performance as set by the company s rate and goal plan by providing at the operational level the following: vision, leadership, planning, project coordination and execution, and management functions.

  • Provides the leadership to define and achieve the operational plan and fully supports the strategic objectives of Pacific Shipyards International.

  • Grows the business pipeline of qualified opportunities and achieves successful contract performance.

  • Reviews and administers contracts, fulfills contractual obligations and assures successful contract performance.

  • Responsible for establishing and maintaining Project Management Plans that meet high standards of customer satisfaction and strong financial performance.

  • Collecting and reporting metrics across the organization in accordance with Pacific Shipyards International standards.

  • Strategically plan, identify and mitigate risks to the success of the Programs Division and mentor junior leaders across the organization.

  • Translate the Company s vision and strategy into a working plan for the organization, communicate this plan to the team, and guide its execution.

  • Work independently to chart a path for the organization that is consistent with the strategic direction of the business

Education/Training and Experience:




  • Bachelor s degree in Engineering, Business or related field

  • 5+ years supervisory experience preferred; 15+ years trade industry experience preferred

  • 3-5 years of experience managing large projects or groups of related projects consistent with Pacific Shipyards International s line of business

  • Experience effectively crafting proposals and winning new work

  • Government and Navy vessel experience highly desirable

  • Shipyard or maritime experience valuable





Skills/Technical Knowledge




  • Excellent communication and interpersonal skills;

  • Excellent client management and business development skills

  • Proven ability to establish and execute a strategic business plan;

  • Proven leadership skills that facilitate building teams and working through adverse situations

  • Thought leadership for the organization and direct support to the Navy Programs business objectives





Qualifications/Requirements:




  • Must be able to build advantageous business partnerships across industry that provide the company with opportunities, reduce risks to our existing contracts, and supports our strategic direction.

  • Strong background in leading a diverse workforce. This requires providing direction and vision, establishing and maintaining an effective organizational structure, building and maintaining relationships, communicating effectively with the team, and adjusting the structure as necessary to optimize outcomes.

  • Ability to write effectively and the ability to accurately communicate to senior clients, corporate leaders, and partners

  • Ability to access, interpret, and apply government and industry standards, law, and corporate policy and procedures to the management and execution of programs

  • Ability to organize and prioritize to meet deadlines.

  • Proficiency with spreadsheet and word processing software

  • Ability to effectively operate standard office equipment

  • Good attitude; must be a team player.

  • Candidates must have access to reliable transportation to get to work and other job sites on time for the start of shift

  • Must be flexible in work hours

  • Valid State of Hawaii drivers license in good standing, class 3 or higher





Work Authorization/Security Clearance:




  • Must show proof of your legal right to work in the United States

  • This position requires US Citizenship due to security clearance required for base access

  • Must be able to successfully obtain a Transportation Worker Identification Credential (TWIC)

  • Must be able to successfully obtain a Defense Biometric Identification System (DBIDS) Credential to gain access to federally controlled work sites

  • All candidates must submit to and pass a post-offer drug screening and a background check before employment begins. Failure to complete any of these steps will result in disqualification
