Pacific Missile Range Facility (PMRF), Barking Sands provides support for services related to Research, Development, Test and Evaluation (RDT&E), Science and Technology (S&T) and U.S. Navy Training Programs on the island of Kauai. PMRF has been designated a test site for Missile Defense Agency (MDA) programs such as AEGIS Ballistic Missile Defense (ABMD) and the Aegis Ashore (AA) Programs and in the Navy Test and Evaluation programs for Standard Missiles and Strategic Systems Programs. Advanced developmental, operational, and interoperability weapons system testing will continue at PMRF for Test and Evaluation elements and systems through the foreseeable future. In addition, the Department of Defense (DoD) executes other near-term test and evaluation initiatives at PMRF including national priority programs for short, mid-range, and long-range flight vehicles; critical measurements; directed energy, global strike, hypersonic weapon, unmanned aerial systems and a host of other RDT&E and S&T efforts. Each of the Fleet and T&E events requires varying degrees of administrative, program and mission planning, supply, logistics and documentation support. Reporting to the Program Manager, the the Resource Management Specialist provides financial and budgeting support to programs on the Pacific Missile Range Facility (PMRF) Support Services contract. This position is located in Kekaha, HI (Kauai). What You'll Do Provide financial support to Government Program Managers. Develop and execute a comprehensive Program Financial Support Plan and implement techniques for periodic verification and validation of budgetary data and to ensure accuracy and correlation with other independent financial tracking systems. Program the budgetary plans into the PMRF Business Information System (BIS) tool to manage and track financial transactions. Track and close out incoming and outgoing funding documents and be prepared to go over details of expenditures, obligations and commitments of funding, review and make suggestions to the Government Program Managers on expiring funding documents prior to close out. Analyze data and generate recurring financial reports on a monthly and annual basis. All financial and budgeting activities shall comply with the Department of Defense Financial Management Regulation (FMR). Bid and proposal support if requested. Other duties as assigned. What We're Looking For Required Qualifications: An active secret clearance is required to be considered for this position. HS Diploma required. At least three (3) years of experience tracking financial data, budgets, or other relevant finance experience. Must possess ability to interpret and follow oral and written instructions, specifications, reference manuals, and other guidance. Must possess basic computer literacy and data entry skills. Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.). Strong attention to detail and organizational skills. Excellent verbal and written communication skills. Demonstrated problem-solving skills. Must possess strong time management skills. Must be able to work in a fast-paced, changing, and challenging environment. Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking. The ability to lift items that may weigh up to 50 pounds. Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. Desired Qualifications: Familiarity or prior experience supporting a program at PMRF. Prior experience using the PMRF Business Information System (BIS). General accounting knowledge is desired. INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $65,000 - $74,000. The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
