Summary You will serve as a PROGRAM ANALYST (APPRENTICE) in the of Production Resources Department, PEARL HARBOR NSY AND IMF. Salary for the GS-09: 62,517 - 81,272
Salary for the GS-11: 75,640 - 98,330 A post allowance amount, (otherwise known as: COLA), of 8.90% will be added to the stated salary. Post allowance is subject to change at any time. Duties You will plan, guide, and implement individual training requirements for the Apprentice Program. You will perform analytical work related to the development and/or execution of the less complex phases of apprentice program. You will advise on program progress and make recommendations based on established and accepted practices concerning the modification of program goals, objectives, and milestones. You will gather and review a variety of narrative and/or statistical data to prepare reports; conduct analyses of data to support conclusions or recommendations for action. You will organize meetings/events/in-processing briefs, coordinates date and time for the meetings/events/in-processing briefs. You will schedule rooms and ensures space is adequate for the number of attendees You will arrange for all computer and audiovisual support required, prepare agendas in the required format, notify participants of the meeting/event/in-processing briefs, and distribute the agenda prior to the meeting/event/in-processing brief. You will produce various reports, technical papers, correspondence or written documents. You will produce a variety of recurring reports, charts, slides and statistical data utilizing various types of software including word processing. You will apply knowledge of procedures, policies, priorities, program goals, organization, and functions of the organization necessary to coordinate the apprentice program work, as well as coordinate work with other organizations and agencies. You will analyze program requirements, identify key issues or problems, and recommend solutions or alternatives to resolve the issues or problems. Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications For the GS-09 Position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying administrative practices and procedures to identify and recommend solutions to problems for the improvement and efficiency of a training program. For the GS-11 Position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying analytical techniques and evaluation criteria to plan, advise, and implement training requirements for the improvement and efficiency of a training program. Successful completion of two full years of progressively higher graduate level education leading to a master's degree
OR
Have obtained an LL.B. or J.D. that is related to the position being filled
OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent. For GS-11: Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree
OR
Successful completion of an LL.M. degree that is related to the position being filled

A combination of experience and graduate education as described above that equates to one year of experience. Overtime or night differential pay and/or unusual duty hours may be required.
