Job description
Duties You will serve as the senior advisor, subject matter expert (SME), and technical authority over training development program(s) for the production resources department. You will develop sound and progressive talent development programs that provide opportunities to enhance civilian employee competencies and close skill gaps and review and improve qualifications, training standards, and expectations. You will oversee production training to ensure production personnel receives the knowledge and tools necessary. You will augment a talent pipeline to ensure continuity in critical mission occupations and leadership positions and retain high quality civilian, military and leadership talent which impacts the operations of the Production Resources Department. You will supervise and oversee up to 20 subordinates. You will recommend practical training solutions for problems or hindrances affecting projects, programs, and/or the division/department. You will exercise both administrative and technical supervision over subordinates performing production training program work. You will serve as liaison and team integrator to independently resolve issues and/or problems for assigned area of responsibility (AOR). You will focus on disseminating lessons learned between projects and from other shipyards, providing upgraded information and training to team members. You will develop metrics and measures to assess the effectiveness of assigned program and the effectiveness in meeting PHNSY and IMF and Naval Sea Systems Command (NAVSEA) level goals and objectives. You will develop, analyze, evaluate, advise, and improve the effectiveness of qualification and training methods and procedures. You will execute training program and associated administrative functions, including scheduling classes/students/instructors, recordkeeping, qualification maintenance, training package approvals, etc. Requirements Conditions of Employment Must be a US Citizen. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. You will need to be able to climb ladders and scaffolding. You will need to be able to work onboard ships. You will need to be able to lift or carry loads up to 50 pounds in weight. You will need to have visual acuity. You will need to work in small and/or confined spaces. You will need to be able to use a respirator. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating production trade qualification and training standards, procedures, and trends to develop and recommend effective training improvements and solutions, to ensure personnel receive the knowledge and skills necessary to meet project schedule and mission requirements for the repair and overhaul of naval vessels.
