Description JOB DESCRIPTION: The Navy Business Group currently has a career opportunity for a maritime training and experimentation senior program analyst to provide support to Commander, United States Pacific Fleet (CPF) in Pearl Harbor, HI. The individual in this position will provide Pacific Maritime Training and Experimentation Capability (PMTEC) program analysis support and serve as a PMTEC support lead for the CPF staff. Program Analysts have experience at the senior level including supervisory experience. Program Analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required. Program Analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies. They are subject matter experts (SME) in their fields of expertise. The ideal candidate is a former senior naval officer and experienced program analyst with significant experience in training requirements development and Fleet Response Training Program (FRTP) training technologies optimization and requirements identification. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least 12 years of applicable program analyst experience as a Technical Lead, Program lead or Project Lead and subject matter expert for respective tasks requirements, as well as experience in: U.S. Navy training operations, policy, doctrine, systems, and staff procedures. Managing/prioritizing large, complex projects involving numerous stakeholders. Leading working groups and cross-functional teams. Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables. Engaging Senior Staff at the Flag Officer/Director/Manager level. Conducting fleet training analysis/assessment to identify gaps, training needs and solutions. Specific Functional Area duties include: Provide management support to the planning, execution, assessment, and reporting of PMTEC initiatives under CPF N7 purview to include support developing requirement submissions to INDOPACOM J7. Provide requirements development support to CPF N7 for both the Indo-Pacific Command (IPC) requirements process and the CPF N7 requirements process that feeds into the Fleet Training Requirements Management Group (FTRMG) process. Coordinate with Joint / Partner Nation Training Team members for development and submission of requirements to the Joint National Training Capability as directed. Provide training technologies requirement identification support for CPF N7 PMTEC submissions to include but not limited to TSVs, C5I related to PMTEC initiatives, and other training-related technology requirements as identified by CPF N7. Serve on boards, committees, working groups, other groups related to assigned functional areas and provide subject matter expertise pertaining to PMTEC. Coordinate resources associated with PMTEC initiatives in support of CPF N7 deliverables due to IPC. Assist in developing reports and briefings required of CPF N7 by IPC on status and progress of PMTEC initiatives. Provide subject expertise on FRTP events and their association with IPC exercises with the intent of optimizing Fleet training during IPC exercises where Fleet deployment certification events are embedded in IPC exercises and attend planning conferences as required to convey training objectives. Provide subject matter expertise in optimizing FRTP training technologies to meet PMTEC Campaign Plan goals and, when it is determined no current FRTP training technologies exist, work within the established Fleet training processes, in coordination with USFF N7 counterparts, to determine potential technologies and COTS technologies that will meet the PMTEC goal. Develop a draft plan of action and milestones (POA&M) for procurement and delivery of a vessel that meets already established parameters as a TSV in coordination with members of the CPF N7 PMTEC team and identified Systems Command (SYSCOM) representatives. Develop a draft POA&M for overhaul and/or alteration of the vessel delivered in coordination with members of the CPF N7 PMTEC team and identified SYSCOM representatives. Develop a draft POA&M for installation of C5I training technology on board the delivered and overhauled/altered TSV in coordination with members of the CPF N7 PMTEC team and identified SYSCOM representatives. Develop a draft POA&M to move the TSV from site of overhaul/alteration to identified homeport in coordination with members of the CPF N7 PMTEC team, Commander Naval Infrastructure Command, Regional and NAVFAC commands, and identified SYSCOM representatives. Monitor and provide monthly update reports on each POA&M identified above. Provide interim POA&M reports as emergent situations warrant, or if events occur which will alter a POA&M milestone date by more than a month or cause that new milestone date to be after the required start date of a dependent task; whichever is earlier. Provide courses of action to mitigate the impact of any unforeseen or unplanned events which cause any POA&M task/event to not meet its milestone date and include a recommendation on which course of action best meets the delivery with least impact to other milestone events / timelines. Monitor crewing of the TSV and provide status reports monthly to CPF N7 assigned POC. Identify impediments to meeting manning deadlines and provide recommended courses of action. Develop draft POA&M for alteration / overhaul packages required to maintain compliance with American Bureau of Shipping (ABS) and INSURV requirements. Draft guidance, messages, instructions, standard operating procedures, and other required documents related to CPF N7 participation in PMTEC initiatives or events. Qualifications REQUIRED EDUCATION / BACKGROUND / SKILLS: U.S. citizen with a Bachelor of Arts or Science degree and a Top Secret clearance (with SCI eligibility). Active military duty experience, including recent training and operational experience at a major command/staff at the mid-grade to senior officer level (experience commensurate with O5/O6 preferred). Knowledge and understanding of Planning, Programing, Budgeting and Execution (PPBE) cycle. 15 years of general program analyst and Functional Area experience (19 years in lieu of degree will be considered); see detailed tasks above. Proven written and verbal communication skills at the senior executive level with ability to act independently and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables. Experience in use of MS Office (e.g., PowerPoint) products. Must be willing to travel overseas and in CONUS up to 25 percent of the time. Travel will normally be to other Navy installations in CONUS, OCONUS (Guam or similar), or Japan but may require visits to commercial installations such as commercial shipyards. DESIRED EDUCATION / BACKGROUND / SKILLS: Experience as an Echelon III (or higher) staff officer. Comprehensive understanding of all phases of the FRTP and Optimized Fleet Response Plan (OFRP). Working knowledge of the Fleet training requirements process; FRTP training technologies; TSVs; and ship's overhaul, alteration and crewing packages and processes. Familiarity with Fleet training policy documents, including the OFRP, FRTP, and Fleet Training Continuum (FTC), as well as the Maritime Operations Center (MOC) concept. Recent experience in Indo-Pacific Joint/Partner Nation and/or naval exercise execution and exercise/event planning. Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors. SAIC accepts applications on an ongoing basis and there is no deadline.
