Job description

Duties Develop, implement, and operate an integrated AT program to ensure mission assurance of SDDC surface-movement operations at US and Host Nation military and commercial seaports across USINDOPACOM. Provide planning advice to the Director of Operations on DOD and HQDA AT policies, such as resolution of complex vulnerabilities and possible threats to mission, operations, and personnel. Conduct comprehensive review, analysis and synchronization of brigade-wide AT plans. Manage and evaluate the Random Antiterrorism Measures (RAM) program. Collaborate and coordinate with Joint DOD, Federal, state, local and host nation agencies in maintaining viable AT information-sharing, awareness, and synchronized protection capabilities and plans. Assist subordinate units in development of Priority Intelligence Requirements (PIRs). Serve as the Brigade Emergency Management Coordinator (EMC). Manage foreign travel protection program for the brigade. Manage AT inspection and vulnerability assessment data for the brigade in the Mission Assurance Risk Management System (MARMS). Establish civil/military partnerships for weapons of mass destruction response and recovery plans. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent may be required to serve a one-year probationary period. Incumbent may be required to travel up to 15% to perform duties/attend training. Incumbent must be able to obtain and maintain a Top Secret security clearance. Incumbent will be required to undergo initial and annual drug testing. Incumbent may be required to work shiftwork or extended duty hours. Incumbent will be required to attend and pass the Level II Antiterrorism Officer certification within 6 months of assignment. Must maintain AT Level II certification IAW AR 525-13. This position is designated as Emergency Essential. Employee cannot be in the active military Reserve or National Guard as deployments are possible. Incumbent will be required to undergo an initial and annual physical due to it being an Emergency Essential position. Specialized Experience: One year of specialized experience which includes providing advice to organizational leadership on DoD anti-terrorism and force protection (AT/FP) policies, assisting in the development and implementation of procedures to ensure organizational compliance with established AT/FP procedures and working with Federal, state, local and/or host nation agencies to maintain information-sharing, awareness, and synchronized AT/FP programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: criminal justice or business management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
