Job description

Duties As a CIVIL ENGINEER (TITLE 5), GS-0810-12, you will provide supervisory (less than 25%) and technical assistance to the Base Architect/Engineer in overseeing and managing the engineering shops and production control function. Major Duties - This is NOT an all-inclusive list: Provide technical support and guidance to sections on standards and code requirements. Develop engineered solutions to technical problems that include performing extensive mathematical and technical calculations in civil engineering. Provide subordinate guidance and team leadership. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepares schedules. Responsible for the acquisition, construction, maintenance, repair, and operating of real property facilities, and provide related management, engineering, and other support work. Exercise authority in planning, directing, controlling, and coordinating engineering activities. Plan, schedule, and assign work; establish and monitor internal controls; and ensure uniform application of regulations, policies, directives, and professional engineering practices. Represent the Base Civil Engineer at meetings and conferences. Coordinate on plans, exchange information, recommend policy or procedures, and keep apprised of new architecture and engineering developments. Make decisions in line with prior organization policy and planning, such as priority of new construction, acceptance of completed work, facility disposal, real estate acquisition, utilization, or disposal actions. Provide technical instructions and information regarding engineering, and other technical requirements and assign phases of projects to subordinate engineers, and engineering technicians. Establish technical engineering processes, criteria, and functions Through subordinate supervisors, direct twenty-five or more civilian and military employees engaged in readiness activities. Prepare for record and higher authority, studies, briefs, reports, summaries, etc., pertaining to the base engineering functions and responsibilities. Assess and revise policies and procedures as needed. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Subject to provisions of DoD Priority Placement Program. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Qualifications BASIC EDUCATION REQUIREMENT: MUST possess a professional engineering bachelor's degree. NOTE: To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statics, dynamics; strength of materials (stress-strain relationships); fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials (relating particle and aggregate structure to properties); and any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-12 Level MUST possess at least 1-year equivalent to at least the next lower level of GS-11; experience, education, or training for management, supervision, or performance of planning, designing, construction, and/or maintaining structures and facilities; and investigating, measuring, surveying, and mapping the earth's physical features. SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess experience in managing the function of work to be performed; experience that includes leading, directing and assigning work of personnel.
