Job description

Duties As a COMBATANT COMMAND REPRESENTATIVE (CCR) at the GS-0301-13/14 some of your typical work assignments may include: Serves as the primary combatant command representative (CCR) in exercising the authority and fulfilling the responsibilities and functions of the Defense Threat Reduction Agency (DTRA) to the Transportation Command (TRANSCOM) combatant commander's planning or execution of military operations consistent with functions and responsibilities directed in DTRA's Charter. Maintains liaisons that facilitate the integration of DTRA's counter-weapons of mass destruction (CWMD) capabilities with TRANSCOM planning and execution, as required, relative to the Agency's combat support mission. Designs, plans and executes DTRA's involvement in TRANSCOM joint training events and joint exercises sponsored by the CJCS and Commander, TRANSCOM ensures DTRA's capability to execute its combat support missions in support of CCMD plans; and develops products that provides feedback to the Director through joint after-action reports. Maintains situational awareness of both DTRA and the supported customer's mission, operations, plans, and priorities to inform daily global integration actions. Ensures the supported Command is fully-aware of DTRA support capabilities and authorities, and their applicability to current and emerging threats within their area of responsibility (AOR). Conveys to their supported customer the known impacts of strategic competition and WMD facilitation activities on current or planned operations. Identifies and advises on CWMD gaps within their AOR. Represents DTRA in host nation and senior leader forums and staff meetings within TRANSCOM HQs when requested by their supported customer and DTRA leadership. Provides on-site and continuous representation for the Director, DTRA, in a forward location at the HQ level. Provides vital communication between DTRA senior leadership and their supported customer with regards to U.S. government and Department of Defense (DoD) Chairman of the Joint Chiefs of Staffs WMD policies; the National Strategy to Counter WMD, the National Military Strategy to Combat WMD, the Defense Department's Security Cooperation Guidance, and DTRA procedures on how to implement these policies. Collaborates with DTRA planners for the timely review and coordination of CCMD plans and the development of supporting DTRA plans for their supported customer's AOR. Supports the Agency exercise objectives for their AOR based on the DTRA Training Plan and in coordination with Agency CONPLAN/OPLAN analyses and supporting plans development. Employee must pass a medical examination and receive required immunizations for the overseas. Qualifications You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Experience supporting a Major Command or Combatant Command's policy, programs, plans, projects and command structure in an effort to counter a variety of improvised threats; such as, countering weapons of mass destruction (CWMD) and countering a variety of Chemical, Biological, Radiological and Nuclear (CBRN) threats. Experience planning, organizing and conducting analytical studies, developing plans and policies for use in actions supporting a Major Command or Combatant Command. Experience providing advice in trans-regional and local improvised threats that impact the supported customer's Area of Responsibility. You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Experience assisting with input to Counter-WMD, emerging WMD threats, and threat network analysis. Experience assisting with the Intelligence Community (IC) and ability to inform desired outcomes and effects. Experience assisting with Support Operational Planning Teams (OPTs) to achieve deliverable results. Experience assisting with facilitating project management to include establishing Plan of Action and Milestones (POA&M) and key milestones leading to mission accomplishment. Experience assisting with operational tracking systems such as Command and Control of the Information Environment (C2IE) and Socium, formerly known as Global - Theater Security Cooperation Management Information System (G-TSCMIS) in order to track and report on operations, activities and investments (OAIs). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for the GS-13 and GS-14 grade levels.
