Job description

Duties As a MAIL ASSISTANT (TITLE 32),GS-0305-4/5/6, you will serve as the senior Mail Assistant for the state. Major Duties - This is NOT an all-inclusive list: Provide advice and recommendations to the supervisor on new equipment and/or advances on the market and current equipment status for consideration of upgrades or replacements of current systems. Maintain appropriate stock level of materials, supplies and furnishings to operate the mailroom and associated equipment. Prepare and coordinate a roster of alternate mail clerks and train them in required operations. Electronically capture accounting data for management reports on numerous accounts via data inputs per parcel mailed or shipped. Maintain database of all addressees necessary for day-to-day operations for bar coding of all outgoing mail. Maintain required postal files in accordance with appropriate records management requirements. Receive, sort, and route incoming mail to distribution points by organizational designation, name, subject, distribution formula, etc. Receive, register, control and safeguard incoming and outgoing classified mail up to and including Secret. Check outgoing classified and unclassified mail to assure that all papers are properly marked and that addressing and packaging conform to security and postal regulations. Maintain reference library of pertinent regulations and publications of USPS and applicable Department of Defense (DoD) agencies. Read mail that is undesignated and determine proper routing by subject matter content. Maintain database of all addressees necessary for day-to-day operations for bar coding of all outgoing mail. Receive and review quarterly postage reports for remote site locations, reassemble into a consolidated report and forward to the National Guard Bureau (NGB) semiannually. Requirements Conditions of Employment IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer/Warrant Officer/Enlisted - May not exceed the rank of MAJ. GENERAL EXPERIENCE : MUST possess the experience, education, or training which indicates the candidate performed progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position to be filled; experience using computer and automation systems. SPECIALIZED EXPERIENCE : GS-06 Level - MUST possess specialized experience which includes at least 1 year experience at the GS-05 level, which also includes receiving and shipping various packages. GS-05 Level - MUST possess specialized experience which includes 1 year at experience at the GS-04 level, that also demonstrates experience in clerical work, office work, or processing incoming and outgoing mail. GS-04 Level - MUST possess specialized experience for the GS-04 Level which demonstrates knowledge of filing procedures to perform alphabetical, numerical or chronological filing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words.
