Job description

Duties As a MANAGEMENT AND PROGRAM ANALYST (TITLE 5), GS-0343-11, you will serve as a project facilitator across the component/command for cascading the JFHQ Strategic Plan into subordinate organizations using Balanced Scorecard (BSC) methodologies, and the Continuous Process Improvement (CPI) initiative. Deliver presentations on program status, accomplishments, problems, requirements for support, and promotion of program objectives to senior military officers and civilians in other program offices of the command. Assist the "Black Belt" trainer, as a trainer for introductory methods/tools, also known as "Green Belt" (GB) courses. Diplomatically and professionally explain expectations to team members and provides regular feedback on strengths and weaknesses of conclusions. Research and recommend appropriate actions or interpretation of issues that impact the organization, command, or agency, and which affect the structure and future work of the organization to senior leadership. Act as change agent in assuring, directing, and performing the steps necessary to create business cases based on objective data within the framework of the CPI methodology. Responsible for implementing quantitative and qualitative methods within the scope of the respective project and reporting of results. Maintains CPI/project knowledge management system to provide strategic advice. Direct, coordinate, and oversee project/study work. Work with senior leadership in planning, organizing, and overseeing the projects of command activities in concert with direction from The Adjutant General (TAG) staff. Plan, direct, integrate, and execute all aspects of the command's CPI program within cost, schedule, performance, and/or system supportability requirements. Provide technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project. Develop goals and objectives that integrate management objectives for successful command-wide implementation. Make recommendations for process improvements, improving quality, reducing costs, and establishing appropriate process metrics and process controls. Major Duties - This is NOT an all-inclusive list. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Certification as a CPI/LSS Black Belt is required within one year of assignment as a CPI. Position requires a SECRET security clearance. Participation in direct deposit is mandatory. Qualifications GENERAL EXPERIENCE : MUST possess the experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience using computer and automation system. SPECIALIZED EXPERIENCE : GS-11 Level - MUST possess the specialized experience for the GS-11 Level, equivalent to 1-year at the lower-level GS-09, education, or training in analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies; experience presenting and discussing complex matters in a clear and convincing manner; experience in communicating with people from various backgrounds and circumstances. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
