Job description
Duties Continued from Summary: Provide required knowledge and application of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific principles, methods, and techniques. Apply knowledge in the planning, research, design, development, test, evaluation, integration, acquisition, dissemination, sustainment, modification, and/or exploitation of highly complex information technology (IT) systems to support the Air Force's mission objectives. Facilitate the integration of network and network-reliant information technology capabilities supporting the nation's warfighters with decisive cyber capabilities for mission success. Provide decision quality data, statistical models, and analysis to implement and maintain a resilient network environment, core services, and infrastructure that preserves the operational advantage. Gather and generate organizational metrics for leadership to facilitate data-driven decisions. Assess current performance, identify opportunities for performance improvement, and provide objective analysis of the second and third order impacts technology decisions, configurations, and architectures. Duties/Responsibilities: Plans, organizes, and directs first-level supervisory activities. Exercises supervisory personnel management responsibilities. Leads a broad range of analyses and/or engineering assignments for the development and documentation of operational concepts and strategies for assigned programs/projects. Represents AFNIC with a variety of installation and functional area organizations. Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, and participation in formal training programs. More information on PCS requirements, may be found at: This position is subject to provisions of the DoD Priority Placement Program Disclosure of Political Appointments Position is designated Special Sensitive and incumbent must be able to obtain and maintain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. IAW DoD Manual 8570.01-M, Information Assurance (IA) Workforce Improvement Program dated 19 Dec 05 and 20 Apr 10 Change 2; this position has been identified as an IA workforce position. (Cont'd ) Incumbent must achieve and maintain an appropriate IA certification (as identified by AFNIC management) within 6 months of assignment to IA duties and while assigned to this position. This position is designated by Air Force as a testing designated position (TDP) under the Air Force drug testing program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (Cont'd ) (B) submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. A Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely related scientific discipline is highly desired. It may require a One Year Supervisory Probationary Period Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Evaluation of Education:The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area. Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include formulating program goals, plans, policies, and procedures and work plans dealing with the development of project management activities; participates in providing both technical and administrative direction to employees; providing technical guidance, advisory support, and assistance on IT projects for broad and varied operations; knowledge and application of a broad range of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures to resolve complex issues or problem. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to plan, organize, and direct the functions of an organization, including supervising, mentoring, motivating, and appraising employees to meet program requirements and objectives within available resources. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing. Professional knowledge and application of a broad range of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures to resolve complex issues or problems. Maintain knowledge of, and skill in applying, a wide range of IT systems, principles, and practices, such as those found in government and industry, required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed. Ability to effectively organize and analyze information for the purpose of presenting, understanding and discussing complex technology concepts; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of senior management; present clear and concise findings; and effectively advocate for a position.
