Overview
• Our client is seeking a Utility Estimator to support the development of comprehensive cost estimates for Distribution, Transmission, and Substation construction projects. The role involves collaborating on project phases from initial studies to construction, ensuring that estimates align with project goals and budgets. The Utility Estimator will leverage financial modeling, variance analysis, and performance tracking to provide accurate and up-to-date cost estimates. This position also requires maintaining key data, reviewing engineering documentation, and working closely with Project Managers to ensure clarity and accuracy in the estimating process.

Responsibilities
• Support and contribute to the development of Phase 1, 2, and 3 project cost estimates in WBS format with all required assumptions that support development of current and LRP budgets.
• Prepare standard WBS estimates and assumptions with documentation of confidence factors ranging from study to construction phases of the project.
• Conduct modeling, forecasting, trending, variance analysis, and other estimate-related financial and implementation analysis.
• Track, maintain, analyze and provide current estimating information on scorecard or key performance indicators (KPIs).
• Prepare, update and maintain standard material and labor unit costs to support estimate creation and database updates.
• Update estimates for each phase approval with current documentation and meeting information.
• Conduct estimated peer reviews prior to estimated issuance.
• Perform engineering drawing reviews, general analysis and prepare reports to support business operations.
• Work with Project Managers to ensure that estimates are properly understood.

Required Skills & Experience
• Bachelor's degree in business, engineering, or related field and 4-7 years or related experience, OR High School Diploma and 6-10 years of relevant project management or related experience.
• Experience with work planning software and tools.
• High voltage electrical experience.
• Experience with estimating software such as InEight Estimate, WinEst, Sage Timberline, or other estimating software.
• Background in either high voltage electrical work, or in civil and construction work.
• Ability to read and analyze blueprints & project diagrams.
• Ability to work independently and as a team leader including the ability to handle conflicting priorities in a multitask environment.
• Demonstrated strong independent judgment skills.
• Strong interpersonal, time management, and communication skills.
