Job description

Duties Develop the organization's overall goals and objectives which facilitates the mission of the Command. Assist in overseeing and coordinating finance operations and policy. Provide support to the oversight for the Army and the management of multiple Army-wide budget programs, such as the DTS (Defense Travel System) bill, electronic commerce and banking, and loss of funds. Provide the administration support of the Army Mass Transit Benefits Program and Improper Payments Elimination and Recovery Act program. Oversee the management and coordination of the AFS (Army Financial Services) Operating dollars OPDOL funding of AFS (Army Financial Services) under USAFMCOM (US Army Financial Management Command). Orchestrate the development and monitoring of metrics reporting for multiple systems; monitors the implementation of system changes and the deployment of new systems. Requirements Conditions of Employment Must be a U.S. Citizen. This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination Department of the Army DA Civilians must successfully complete all mandatory Civilian Education System CES courses which may require travel. Obtain/Maintain Financial Management Certification. Qualifications Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. Specialized Experience: For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized experience is defined as: Experience in assisting leadership with financial operations such as: establishing operating guidelines to implement processes, and program-related changes necessary to ensure compliance with changing or new legislation, regulations, instructions, or guidance for higher level authorities. Experience in monitoring taskings, generating responses, monitoring mid-year reviews, annual reviews, annual training programs, FM Certifications, and time card administration. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
