Job description

Duties As an Instructional Systems Specialist, you will perform the following duties which is not an all-inclusive list: Conducts analyses of courses including various types of field grade commands, functional commands, and command teams to determine the requirements for revising existing instructional systems. Analyzes collected data to determine the duties, tasks, and elements necessary to perform the job and/or to determine the training requirements. Plans total instructional support requirements for complete instructional programs to be utilized by command, component, or international customers. Serves as a principal staff member within a headquarters function to provide professional advice and guidance on matters of instructional materials development. Plans, coordinates, and designs instruction for an extremely complex, command related area, and uses a systems approach to training. Develops and administers surveys to obtain feedback from students, graduates, their supervisors, and instructors. Establishes guidelines and policy for staff and faculty development programs and establishes guidelines and policy for measuring achievement of instructional objectives. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A secret security clearance is a condition of continued employment. The employee must be willing and able to travel on military and commercial aircraft. This position may require overtime work. Basic Requirement for an Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience in reviewing instructional materials and other training development products, reviews course curriculum to recommend modification and improvements, evaluates and recommends ways to improve the effectiveness and efficiency of instructional programs AND offer solutions to instructional analysis, design or implementation issues. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). NOTE: All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement.
