Brief Description of Job Duties:
The Management Systems Analyst is a key contact and knowledge specialist for business units within KDADS. This position involves highly diverse and complex work, characterized by a broad range of activities and frequently changing conditions, situations, and problems. The individual must be self-starting, motivated, and capable of working independently to set and meet goals relative to specific situations and business needs. Analytical thought and problem-solving are crucial for this role to address various data and best practices in a rapidly evolving technology landscape.
Specific Duties:
Project Coordination and Business Requirements (45%):
o Collaborate with business units to gather requirements for implementing new or improved processes/systems.
o Challenge business units to think outside conventional processes and promote efficiency.
o Identify business strengths and opportunities, offering recommendations based on research for areas of improvement.
o Advise business personnel on current or potential information system capabilities to solve business problems or enhance operations.
o Plan, organize, and deliver work sessions for gathering business requirements.
o Document the consensus from business requirements using tools like context diagrams, flowcharts, and project plans.
o Proactively manage changes in work request scope, identify potential crises, and devise contingency plans.
Application Testing and Development Collaboration (30%):
o Work with application development staff to test new and modified applications.
o Create test scripts and scenarios, and track testing progress.
o Collaborate with developers to isolate and identify test point failures and performance improvement areas.
o Confirm that application development meets project requirements.
Training Material Development (15%):
o Develop and update application training manuals and other training materials as needed.
o Assist with IT training sessions.
Special Projects and Disaster Response (10%):
o Complete special projects and perform other duties as assigned, including ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism.
o Assist other employees in the work unit to accomplish assignments as necessary.
Expanded Responsibilities:
Testing Assistance:
o Play a significant role in testing new systems and applications to ensure functionalities meet required standards and specifications.
State Hospital Commissions Support:
o Provide vital insights and recommendations to support all state hospital commissions, enhancing hospital operations and aligning with KDADS goals.
Process Documentation and Standardization:
o Help document and standardize processes across the organization to ensure consistency, efficiency, and adherence to best practices in alignment with HS-EBIT strategic goals.
Skills required:
Analytical thinking, facilitation skills, communication, requirements gathering and elicitation, knowledge of MS Applications (Word, Excel, etc), proficient in organizational skills, time management.
Experience required:
At least 5 years experience as a Business Analyst or similar position in the IT field.
Education required:
High School Diploma, Bachelors degree in relative field preferred but experience can be used in place of a degree.
