CLEARANCE REQUIRED : Secret This job is located at: FT Knox, KY This position is contingent, with an expected award date of December 2024 Job description: Shall provide Antiterrorism/Force Protection Program Support to U.S. Army Human Resources Command (USAHRC) at the HRC LTG Timothy J. Maude Complex location on Fort Knox, KY. Shall provide all direct labor, supervision, and administrative tasks to provide Full Time Equivalent (FTE)/Subject Matter Expert (SME) contract support to the United States Army Human Resources Command (USAHRC) Antiterrorism (AT) Program. Shall develop and maintain an effective Quality Control Program (QCP) to ensure services are performed in accordance with this contract. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's quality control program is the means by which a contractor assures the Government that the work complies with the requirements of the contract. The initial document is submitted within 10 days after award. The contractor shall submit a comprehensive written QCP to the Contracting Officer (KO) and COR within 5 working days when changes are made . After acceptance of the QCP, the contractor shall receive the KO's acceptance in writing of any proposed change to his QC system. Quality Assurance: The Government will evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan and the Performance Requirements Summary. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). Recognized Holidays: New Year's Day Labor Day Martin Luther King Jr.'s Birthday Columbus Day President's Day Veterans Day Memorial Day Thanksgiving Day Juneteenth Day Christmas Day Independence Day Hours of Operation: Core hours are Monday to Friday from . The COR will inform the employee the Friday before of any changes to required work hours due to emerging AT requirements. Work weeks will not exceed 40 hours. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for Federal holidays, local or national emergencies, administrative closings, or similar Government directed facility closings. Place of Performance: The contractor will provide a SME for on-site day-to-day support at the LTG Timothy J. Maude Complex (USAHRC), at Fort Knox, KY 40122. Occasional travel, up to 3 times a year for approximately 3 days each, may be required for the purpose of conducting assessments at other USAHRC affiliated sites located in San Antonio, TX, Indianapolis, IN and Dover AFB, DE. Telework: Telework is ONLY authorized on an ad hoc basis with direct coordination through the COR. Telework shall only be authorized by a warranted KO. Government Furnished Equipment (GFE), if required during telework, shall be hand receipted to contractor personnel teleworking. If telework is authorized in accordance with this paragraph, the only authorized place of performance shall be at the contractor personnel's residence. No classified information shall be processed while teleworking on NIPR computers. Security Requirements: Contractor personnel performing work under this contract shall have a secret security clearance at time of the proposal submission and must acquire and maintain the level of security outlined in the DD Form 254 (Contract Security Classification Specification) throughout the life of the contract. Physical Security. The contractor shall be responsible for safeguarding all Government equipment, information, and property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured. Key Control. The contractor shall establish and implement methods of making sure all keys/key cards issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the contractor by the Government shall be duplicated. The contractor shall develop procedures covering key control that shall be included in the QCP. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the KO. In the event keys, other than master keys, are lost or duplicated, the contractor shall, upon direction of the KO, pay for the re-key or replacement of the affected lock or locks; the Government, will replace the affected lock or locks or perform the re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the contractor. The contractor shall prohibit the use of Government issued keys/key cards by any persons other than the contractor's employees. The contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in the performance of assigned work in those areas, or other than personnel authorized entrance by the KO. Lock Combinations. The contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the contractor's QCP. Post Award Conference/Periodic Progress Meetings: The contractor, after receipt of written Government notification, agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5. The contracting office will hold periodic status or progress meetings with the KO, COR, contractor, and other personnel as necessary (at least quarterly) to discuss problems, progress of the contract, and contractor performance. The contractor shall create minutes of the meeting covering all of the areas discussed to include due outs and future actions. The CORs must ensure that they receive copies of written minutes and other correspondence related to these meetings, including follow-up actions. Required Qualifications: AT level 1 training experience Certified Level II OPSEC coordinator per AR 530-1 (Operations Security). Will be required to travel occasionally in CONUS during the performance of this contract to attend meetings, conferences, and training, and provide Program Assessment services. The contractor may be required to travel to and attend off-site training locations. The contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract. All travel requires prior Government approval/authorization and notification to the COR. Desired: Completion of the DA approved AT Level II Antiterrorism Basic and Advanced Courses at Fort Leonard Wood, MO, or with one of their Mobile Training Teams (MTTs). Completion of the PS Manager Course and/or other AT/FP-related courses. Conduct a vulnerability and criticality assessment of the command and subordinate units and entering the information into the HQDA systems of record: SMADS and MARMs. Why work for QSL?
