Job description

Duties As a CONTRACT SPECIALIST-TITLE 5, GS-1102-7/9/11, you will plan overall approach to meet contracting program objectives. Perform market research/analysis, analyze market trends, and determine the sources to be solicited. Determine appropriate method of procurement. Select appropriate contracting approaches, techniques, and procedures to solve acquisition problems. Perform acquisition planning with program manager/customer, technical, legal, finance and contract pricing personnel. Review requisition packages for adequacy and compliance. Assist with the development of evaluation criteria to determine source selection. Procure services, commodities, and/or construction. Apply statutory requirements including regulations, policies, procedures, business and industry practices, market trends, Government Accountability Office and Comptroller General Decisions, public law, case law, and precedents to all acquisitions. Obtain and review subcontracting plans. Conducts negotiations on price, technical requirements, terms and conditions of the contract. Recommend award and prepare final contract. Execute post-award contract performance management actions. Monitor and evaluate contractor performance for compliance with terms and conditions of contracts. Ensure submission of technical progress reports and performance metrics. Negotiate and prepare contract modifications as needed. Provide advice, guidance, training and assistance to personnel, commanders and/or contractors on contractual language, legal responsibilities, and acquisition and business related issues. Participation in direct deposit is mandatory. May be subject to furlough actions. Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility. Must obtain and maintain a favorable adjudication of a T3 or equivalent investigation. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Must submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006. Must meet DoDI 5000.66 requirements applicable to the duties of the position. Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. Must maintain appropriate contracting certification for appointed grade. This position is developmental: Incumbent may be non-competitively promoted to the next higher grade upon completion of an Individual Development Plan (IDP), meeting time in grade requirements, and recommendation for promotion by supervisor. Qualifications FOR GS-07: SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-05) or equivalent experience in the private or public sector that demonstrates the knowledge of collecting and analyzing data. Experience assisting in business management, financial management, project management, risk management, or supply chain management. FOR GS-09: SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-07) or equivalent experience in the private or public sector that demonstrates contracting and acquisition experience and a working knowledge in one or more of the following areas: (1) A knowledge of contracting authority and responsibility, (2) Contract principles and knowledge of the Federal Acquisition Regulation, (3) Contractor responsibility standards, (4) Regulatory compliance, (5) Knowledge of Federal supply schedule contracting, and (6) Knowledge of acquisition definitions and applicability. FOR GS-11: MINIMUM REQUIREMENT: Must have DAWIA Certified Acquisition Professional Certification SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of the following areas: (1) Pre-award of contracts related to development of a solicitation. Acquisition planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers, (2) Award of contracts that includes forming a contract, and (3) Post-Award actions to administer the contract. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment.
