Job description

Duties As a RANGE OPERATIONS SPECIALIST-TITLE 32, GS-0301-7/9, you will implement range operations functions directly related to the safe and efficient utilization of the Range and Training Area (RTA) complex during live fire and live training operations on multiple ranges, maneuver training area, and live training facilities. Perform range safety functions to include on-site inspections of ranges and training areas, safety pre-briefing to using military and civilian agencies, investigation of range accidents/incidents, and providing technical guidance and advice to supervisors, range safety officers, and unit personnel. Monitor and inspect the range and training area complex for training and recreational activities to ensure compliance with all applicable regulations, procedures, range, or facility standard operating procedures (SOPS), range risk assessments, Surface Danger Zones (SDZs) overlays, and special instructions. Inspect and enforce safe weapons firing and handling, ammunition handling and accountability, safe troop movement, tactical training safety, target emplacement, environmental compliance, and installation and maintenance of warning signs/roadblocks and barriers preventing access to permanent and temporary impact areas and designated hazard areas. Ensure that weather information is disseminated to all units who are utilizing ranges, live training facilities, and maneuver training areas on normal and emergency advisories. Coordinate requests for air and ground medical evacuation for injured personnel in the Range and Training Area (RTA) complex. Investigate incidents that occur in the RTA complex as required. Recommend measures to correct deficiencies or eliminate hazards when detected on ranges, maneuver training areas, or live training facilities. Immediately halt any questionable safety practices detected on the Range and Training Area (RTA) complex. Coordinate with unit range safety officers to assist developing risk assessments and implementing controls and mitigations of identified hazards. Perform other duties as assigned. Requirements Conditions of Employment Military Grades: SPC(E4)-1LT(O2) CONDITIONS OF EMPLOYMENT: You must maintain membership in the Kentucky National Guard. You must be assigned to a compatible military position. Wear of the military uniform. Position may require a pre-employment physical. May be subject to furlough actions. May be required to successfully complete a trial period. Participation in direct deposit is mandatory. Must obtain a favorable adjudication of a T3 or equivalent investigation. Acceptance of a Federal position may terminate a military bonus. Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility. This position is located on a tobacco free facility. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Must successfully complete the Inter-service Range Safety Course (Intermediate) or the Range Safety Course Level II course. This position is developmental: Incumbent may be non-competitively promoted to the next higher grade upon completion of an Individual Development Plan (IDP), meeting time in grade requirements, and recommendation for promotion by supervisor. Qualifications MINIMUM REQUIREMENT: Experience which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. FOR GS-07: SPECIALIZED EXPERIENCE: Must have at least 12 months of experience interpreting regulations, policies or law and providing guidance. Experience performing administrative functions such as scheduling, preparing documents, and maintaining records. Knowledge of range operations and safety procedures. FOR GS-09: SPECIALIZED EXPERIENCE: Must have at least 24 months of experience performing and overseeing range safety, range maintenance, range communications, and operations. Experience conducting group briefings and providing technical guidance and assistance. Experience that provides working knowledge of regulations, pamphlets, and instructions regarding policies and procedures for live firing training, handling ammunition, and the giving instruction to personnel on various weapon systems.
