Job description

Duties As a SUPERVISORY IT SPECIALIST (PLCYPLN)-TITLE 32, GS-2210-13, you will manage, plan, organize, control, and direct the communications activities for the Wing and Base to ensure mission accomplishment and optimum use of resources. Set policy, direct and monitor support and related programs including planning and programming, funds distribution and management, economic analysis assistance, budget administration, material management, and related activities. Establish, advise, and consult on production and quality requirements, mission objectives, and equipment requirements. Responsible for oversight of programs used to monitor and eliminate fraud, waste, abuse and mismanagement. Support audit programs within the Communications unit. Coordinate communications activities and projects. Determine goals and objectives for the organization. Exercise supervisory responsibility and authority. Give advice, counsel, and instructions to supervisors and subordinates. Develop strategies for the hiring, training, and professional development of Wing communications personnel. Assess impact of changes in local area network and ensure changes do not exceed maintenance or unit capabilities. Ensure formulation of comprehensive training plans for each function and specialty within the C4 and logistics activity. Develop CONUS and overseas deployment plans to meet unit's mission goals, inspection schedules, and deployment requirements. Monitor and control the daily expenditure for material and manpower resources in accomplishment mission goals. Develop IT acquisition process to meet provisions of the Information Technology Management Reform Act while incorporating the Air Force Corporate Process and the DOD Acquisition structure. Ensure support agreements and Memorandums of Understanding are appropriately coordinated and approved. Exercise authority and statutory responsibility for management of assigned program areas. Coordinate with higher headquarters elements, Program Management Offices, System/Hardware Support Elements, and vendors for issue resolution. Adhere to management control plan requirements by conducting self-inspection and staff assistance visits. Perform other duties as assigned. Requirements Conditions of Employment Military Grades: Capt(O3)-Lt Col(O5) CONDITIONS OF EMPLOYMENT: You must maintain membership in the Kentucky National Guard. You must be assigned to a compatible military position. Wear of the military uniform. May be subject to furlough actions. May be required to successfully complete a trial period. Participation in direct deposit is mandatory. Must obtain and maintain a favorable adjudication of a T3 or equivalent investigation. Acceptance of a Federal position may terminate a military bonus. Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Must attended Supervisor Training: failure to complete Supervisor Training within 12 months of appointment will result in reversion to previous position. This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements are outlined in DoD instruction 8570.01-M. Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives. Must maintain Security+ Certification. Qualifications MINIMUM REQUIREMENT: Experience that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. Must have Security+ Certification. SPECIALIZED EXPERIENCE: Must have at least 36 months experience that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
