Ability to contribute to the efficiency of AFGSC, and working towards being recognized as the AFGSC expert that will be sought out by peers, and senior military Incumbent may be subject to work other than normal duty hours Must be able to obtain and maintain a Secret security clearance This position requires exceptional abilities of the employee to perform difficult and challenging work assignments, unusual freedom from supervision This is a developmental position with full potential to GS-11 . This position may be filled at the GS-09 or GS-11 grade level The candidate selected for this position may be non-competitively promoted to the target grade of GS-11 upon completion of the following requirements: (a) satisfactory demonstration of ability to perform at the higher-grade level; (b) recommendation for promotion by supervisor; and (c) completion of all OPM qualifications, including time in grade and all conditions of employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS 09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of the Operations Staff Specialist, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. OR EDUCATION: Applicant has successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has less than the full amount of specialized experience described in the job opportunity announcement; however, and has at least one year of progressively higher level graduate education, but has not obtained a master's or equivalent graduate degree. Therefore, has a combination of experience and education. Note: You must submit a copy of transcripts. GS 11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of organization, programs, missions, and functions of AFGSC. Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of AFGSC's Task Management and Workflow processes, administrative and support programs operations. Knowledge of the regulations, policies, and precedents plus skills in applying fact-finding and investigative techniques which affect AFGSC programs and related support operations. OR EDUCATION: Applicant has successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has less than the full amount of specialized experience required but has more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, has a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS 09 Knowledge of the principles, concepts, and theories of Air Force and AFGSC Task Management and Workflow program goals and objectives, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. GS 11 Extensive knowledge of Air Force and AFGSC Task Management and Workflow program goals and objectives; the methods of evaluating the effectiveness of all action related to the program; and the relationship of the various command entities involved in the overall planning and execution of the management of the program. Extensive knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources, as well as the principles, techniques and objectives of test and measurement. Knowledge of the organizational structure and missions of DoD Components, Air Force, AFGSC and other Major Commands, and general understanding of military traditions, customs and protocols to interact with internal and external organizations. Knowledge, skill and ability to conduct comprehensive analysis and prepare solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Ability to communicate effectively, both orally and in writing; negotiate complex issues; articulate key policies and positions with higher headquarters and external agencies; and maintains good working relationships with HQ Air Force and command personnel. Knowledge of security regulations, practices and procedures; knowledge of information, personnel, and physical security concepts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
