Job description

Duties Reports to Marine Corps Family Team Building (MCFTB) leadership and aids in the implementation of the Unit, Personal and Family Readiness Program (UPFRP), builds unit and Inspector/Instructor relationships, maintains personal contact, assists, and supports all UPFRP Command Teams as assigned. Serves as Subject Matter Expert (SME) for the UPFRP and supports its mission to aid individual Marines in their responsibility to attain and maintain personal and family readiness by providing command outreach/assistance. Support to families shall encompass Marines, spouses, children, and designated parents/extended family members of Marines including those serving in remote areas. Proactively works with commanders, units, DRCs, URCs, other appropriate command representatives, Marine Corps Community Services (MCCS) and MCFTB to execute UPFRP training. Provides current information pertaining to available resources designed to assist emerging challenges associated with the reserve mission. Actively encourages family members to use available resources/programs. Distributes marketing materials developed/provided by HQMC and/or MCCS. Continually works with the commands to identify training needs. Plans, coordinates and executes administrative and logistical requirements for UPFRP/Yellow Ribbon Reintegration Program (YRRP) events and trainings such as pre-, mid- and post-deployment training. Delivers briefs and presentations as directed. Assists in developing/implementing UPFRP communication plan of action and conducts proactive outreach, rapport development and multi-faceted communication efforts to assist units in facilitating meaningful two-way communication between the command and its Marines and families. Prepares/distributes official communication to Marines/designated family members utilizing current technology enablers. Serves as the information, resource and referral SME. Provides current information pertaining to available resources and communicates purpose/extent of the family support programs designed to assist Marines and their families with emerging challenges associated with the MARFORRES mission. Actively encourages units, Marines and family members to use available resources and programs. Distributes information/resources to all UPFRP Command Teams within the region. Provides/distributes information/referral on the Exceptional Family Member Program, Tricare, etc. Serves as the MSC Volunteer Coordinator. Tracks volunteer services hours received from the URCs in coordination with volunteers. Ensures URCs are aware of volunteer prohibition against solicitation from charitable/non-governmental organizations and gift acceptance policies. Validates/tracks volunteer service hours. Coordinates/attends appropriate volunteer recognition events related to Marines and family members. Serves as the MCFTB Trainer providing HQMC standardized training curriculum/materials as needed. Works with leadership to establish training schedules and coordinate delivery of training, providing logistical/administrative support for training sessions. Reports all training sessions to HQMC as required. Follows/disseminates Marine Corps Orders, policies, rules and regulations related to and governing the UPFRP. Ensures units conform to applicable guidance and regulations in the execution of the UPFRP and remains ready for higher-headquarters assessments. Maintains direct contact with MCFTB leadership to provide specific UPFRP information for analysis, reporting, and trend identification. Submits monthly data reports to leadership. Monitors and maintains Independent Duty Funds, Reserve Duty Funds, and any other fund allocations in support of UPFRP. May serve as the Responsible Officer (RO) for UPFRP expenses. Ensures RO's have completed annual training and submits appointment letters and training certificates to MCCS and HQMC MRF accordingly. Due to the nature of required work and the vastness of the area of responsibility, the duties may require travel to complete work assignments, and conduct or attend conferences and meetings. May work a fluctuating/atypical duty schedule to complete required assignments. Ensures the subordinate Commands compliance to applicable guidance and regulations in the execution of the UPFRP. Coordinates as required with subordinate Command UPFRP using the appropriate functional area checklists and takes appropriate action via subordinate Commanders to correct and deficiency for findings. Provides World Class Customer Service with an emphasis on professionalism and courtesy. Communicates positively in a professional manner. Ask questions to determine, verify and solve problems. Takes action to solve problems quickly. Alerts supervisor for help when problems arise. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Ensures OPSEC and Privacy Act compliance. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Bachelor's degree from an accredited college or university in a related field appropriate to the work of position and three years of related military family life experience; OR an appropriate combination of education and experience which demonstrates a high degree of interpersonal communication and analytical skills to adapt and respond to diverse situations unique to the military lifestyle; OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Clear understanding of the UPFRP's intent with demonstrated knowledge of philosophies, policies and procedures governing the program. Demonstrated skill to serve as a representative to provide command family readiness outreach, support, and assistance to the Command's military personnel and their families, exercise sound judgment and initiative in carrying out responsibilities. Ability to resolve situations as they arise, work with wide latitude for independent action to ensure overall program effectiveness, provide sound recommendations, and effectively use resources. Demonstrated skill to independently carry out the functions of a trainer and facilitator; such functions include teaching, facilitating educationally-based groups or programs (where no clinical interpretation of behavioral health is made), administrative functions, or providing generally available information to groups or individuals. Must be able to train curricula which do not require professional licensure, but may require specialized education and/or experience. Must be able to review and analyze the effectiveness of training. Must possess and demonstrate sound communication skills (oral and written), presentation skills, interpersonal skills, and social poise. Must possess coalition building skills and sufficient experience to effectively support families in crisis. Ability to use discretion to refer service and family members to resources when appropriate. Must be detail-oriented, organized and adaptable. Eager learner and positive attitude essential. Must be a self-starter and possess the ability to establish realistic long and short-term goals and objectives, set achievable deadlines and react quickly to changing priorities. Must possess strong customer service skills and be able to tactfully communicate with all levels of the military and civilian community. Must have ability to work both independently and within a dynamic team. Must have ability to gather, assemble and analyze complex organizational information, draw conclusions and devise solutions to problem areas. Must possess the ability to assess needs, measure effectiveness and recommend improvements to the UPFRP. Operating knowledge of Microsoft Office software suites, web based applications, and creating, maintaining, and manipulating databases. Must be able to accommodate a flexible work schedule to include weekend and nighttime hours. Must be able to travel in order to support the UPFRP as directed by MARFORRES MCFTB leadership.
