Job description

Duties Serves as engineer performing applied research, systems engineering, data analysis, and prototyping to support the development of Electronic Warfare (EW) capabilities for Army Aviation and Ground survivability. Capabilities can also enable other missions such as targeting of threats and degrading threat operations. Performs work in the Radio Frequency (RF) and/or electro-optical infrared (EO/IR) EW domain with a focus on the development of enabling technologies for coordinated and autonomous unmanned team of air/ground platforms. This includes development of algorithms for multi-agent EW decision making, distributed threat detection, geolocation, countermeasure techniques, and adaptive EW processing. Involves analysis through model and simulation and experimentation in both lab and field environments. Involves use of machine learning to optimize EW technologies. Performs work in the EW domain with a focus on development RF and EO/IR payloads to detect and countermeasure adversary systems. Work with DoD industry on payloads targeted for manned and unmanned vehicles. Includes multifunction and multi-spectral RF and EO/IR sensors for survivability in tactical Army missions. Support experimentation of payload performance in both lab and field environments. Work with a multidisciplinary team to develop concepts, technical requirements, manage system design and development sometimes done in conjunction with industry, and evaluate performance through experimentation to address challenging S&T goals Perform technical project lead duties to design and execute S&T projects. This involves managing performance, budget, cost, and schedule along with providing technical contributions to the team. Conducts studies and analyses of scientific/engineering data through modeling and simulation, lab experiments, and field demonstrations to determine the feasibility of advanced concepts Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Business travel is required up to 25% of the time. Selectee must be able to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI). This is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Practitioner certification within 60 months of entrance on duty. Three-year probationary period may be required under the demonstration project for the Engineers and Scientists Occupational Family unless the appointee has previously met the requirements as described in 5 CFR Part 315. Specialized experience is defined as performing ALL of the following duties: 1)Performing life-cycle engineering activities, including research and development of technology, to facilitate the procurement of products, goods and/or services needed to meet program/project requirements; 2) Analyzing engineering/scientific data to enhance program or project performance and address troubleshooting needs; 3) Leading an engineering/scientific program or project; and 4) Designing and developing technologies, as well as offering technical support to customers related to technologies including, but not limited to, Aircraft Survivability Equipment (ASE), Electronic Warfare, EO/IR sensors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-02 or GS-11).
