Job description
Duties Serves as a Facility Operations Specialist to plan and execute design studies, program management, and contract review in support of world-class, state-of-the-art laboratory operations and systems essential to the mission of multiple activities. Works with applicable Garrisons, Center points of contact, customers, and tenants to ensure proper accountability of C5ISR Infrastructure and it's supporting elements in building programs. Programs include the Installation Status Report, the Real Property Planning and Analysis System, Headquarters Installation Information System, the Army Stationing and Installation Plan and other related building administration information databases. Serves as a subject matter expert supporting the overall management, control, coordination and execution of assigned projects. Develops project scopes, cost estimates, design and execution submittal requirements, and manages activities from planning through commissioning ensuring that component sponsor/customer requirements are met. Incumbent must achieve Contracting Officer Representative (COR) certification within ninety (90) days of appointment in order to provide consultative and operational support duties on assigned contracts. As the COR, perform contract oversight for facilities sustainment, repair, maintenance, modernization, and construction contracts. Coordinate day-to-day priorities with the contractor, customer, and Contracting Officer for effective and efficient operations of the facilities Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret Security Clearance. Three-year trial/probationary period may be required. Temporary business travel is required away from the duty station up to 20% of the time. This position is a TERM not-to-exceed six year's position that may be extended, without limit, in up to six-year increments. Term appointment Statement of Understanding may be required. Additional information about transcripts is in this document . SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 pay band (GS-11 equivalent or higher) in the Federal Service which includes one or more of the following areas: Managing facilities management and maintenance programs including developing and executing Sustainment, Restoration and Modernization (SRM) projects, Military Construction projects, task orders, work orders or job orders, and/or managing work to time, scope, and cost. Assessing the effectiveness of project and contractual activities by analyzing feedback from customers and senior leaders, interpreting relevant regulations, policies, and laws, and formulating recommendations to enhance overall program operations. Deliver service and support to both internal and external customers, leadership, and partners by formulating and effectively communicating goals, tasks, policies, and procedures through both verbal and written channels. Management of space utilization evaluation and planning include building and equipment acquisitions and divestitures, ensuring that real property records accurately reflect facility category code, type and description.
