Job description

Duties Serve as the Lead Defense Travel Administrator (LDTA) "Super User", provide advice, assistance, and guidance covering a wide variety of travel-related financial program requirements. Stays abreast of current DTS regulations, policies and procedures, and the Joint Travel Regulations (JTR). Manage the integrity of travel program requirements for all military and civilian temporary duty travelers. Provide guidance and customer service for the Travel Program to aid travelers. Perform as a Debt Management Monitor (DMM), which oversees Defense Travel System (DTS) debt collection process. Work with DFAS to ensure prompt collection or intercedes on the traveler's behalf to ensure that appropriate action is taken, or to obtain clarification of traveler questions related to repayment. Provide advice and guidance to Command elements on resource management issues related to travel and government travel card. Train subordinates on the use of Travel Charge Cards and DTS payment mechanisms (electronic funds transfers, scheduled partial payments, advances and split disbursements). Advise on card misuse or abuse to the appropriate supervisor or manager. Brief staff on new or updated Defense Travel System (DTS) and Government Travel Charge Card (GTCC) policies and regulations. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While on probationary the incumbent can be terminated with limited appeal rights. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Financial Management Level 2 Certification obtained within 24 months. Specialized Experience: One year of specialized experience which includes 1) Lead Defense Travel Administrator (LDTA) "Super User", provide guidance covering a wide variety of travel-related financial program requirements for a Military Headquarters, G-Staff offices, Special Staff, and subordinate units; 2) Preform post-travel audits of Defense Travel System (DTS) travel vouchers to ensure compliance with appropriate guidance and travel policy and procedures; 3) Monitors the work of both military and civilian personnel responsible for performing travel actions related to the DTS and the Government Travel Charge Card (GTCC) program in accordance with the Defense Travel Management Office (DTMO) & ASA (FM&C)'s strategic goals and mission; 4) Identify and investigates GTCC misuse or delinquencies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-02/GS-11).
