Job description

Duties Serve as an expert and provides advice, guidance and assistance to Project/Product Manager (PM) concerning the acquisition planning and contractual/procurement aspects of highly complex major weapon systems. Analyze, evaluate and review proposed and on-going procurements for highly complex, high monetary value, long term acquisitions for non-MDAP and major weapon systems/programs. Advises the PM on the preparation of Source Selection Evaluation Plans, evaluation criteria and weighing methodologies. Participates in the development of long-range acquisition plans and acquisition strategy, method of solicitation, most suitable type of contract, projected lead time. Makes formal and informal presentations concerning all aspects of the acquisition program Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. You will be required to provide proof of U.S. Citizenship. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level Foundational in the Acquisition Career Contracting Field within 36 months of entrance on duty. This position requires temporary duty (TDY) travel up to 25% of the time. This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter. Position is Non-Critical Sensitive requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: (1) Monitoring contract activities to verify clauses or terms are in compliance with contractual agreement, (2) Performing as a Contracting Officer Representative (COR) to monitor the cost allocation or performance of contract agreements, and (3) Recommending procurement initiatives based on budget limitations and terms of negotiations of a contract. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
