Job description
Duties Serves as the technical expert and advisor to JPEO-CBRND senior leaders on matters relating to information management requirements, systems, and policy. Defines the organization's overall IT architecture and software requirements. Responsible for Knowledge Management activities, storage, and structure for the Command. Serves as the organizational technical authority on information systems management and implementation as well as the primary conduit to the Regional Network Enterprise Center. Represents the organization at various boards, conferences, and meetings with higher headquarters on matters dealing with the implementation of planned IT architectural changes and advances. Formulates, justifies, and executes the organization's Information Technology (IT) budget. Performs the full range of administrative and technical supervisory duties. Oversees the development of Risk Management Framework (RMF) and associated cybersecurity requirements ensuring compliance with DoD and Army policies and guidance. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. One year trial/probationary period may be required. You will be required to provide proof of U.S. Citizenship. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at the Practitioner level in the Acquisition Career Field Engineering and Technical Management within 60 months of entrance on duty. The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report. Business travel required up to 25% of the time. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. One year supervisory probationary period may be required. This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement. This position requires Information Assurance Management (IAM) Level III certification, or the incumbent must be able to obtain certification within six (6) months of appointment in accordance with DoD 8140.01-M. Qualifications This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. Specialized Experience: One year of specialized experience is defined as: 1) Implement system designs for Information Technology (IT) programs to include hardware, software, communication systems, and networks; 2) Execute the IT budget by allocating resources to achieve mission goals; 3) Analyze information systems to ensure compliance with government policies and procedures; and 4) Lead a team of IT professionals by prioritizing/assigning work, assessing performance, and developing subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13.
