The Department Manager (DM) of the Joint Cyber Operations Department is responsible for leading the Department in carrying out its mission: delivering impactful solutions for MITRE's sponsors by integrating a cadre of professionals with expertise in command and control, situational awareness, malware analysis and strategy, defensive and offensive cyber operations, and other technical areas. MITRE provides critical support of the sponsor's mission to direct, synchronize, and coordinate cyberspace planning and operations to defend and advance national interests in collaboration with domestic and international partners. The Department's work is based on trusted expertise spanning technological, operational, acquisition, policy, and non-traditional mission-focused areas to facilitate technological integration, reduce and manage operational risk, and influence mission success. Organizationally, the Joint Cyber Operations Department is one of three departments within the Cryptologic and Cyber Operations Division within the MITRE Intelligence Center. Along with the division's managing director and other department heads, the DM for Joint Cyber Operations serves on the division leadership team, helping formulate and implement strategy, policy, and business processes for the division as whole. Working with the division leadership team, the Department Manager's primary responsibilities are to ensure hiring, career development, and management support for the department staff; and to ensure the delivery of high-quality technical work products that enable the accomplishment of appropriate sponsor strategic and project level outcomes. Roles & Responsibilities: The DM for the Joint Cyber Operations Department is responsible for the following key functions: Serve as a core member of the Division leadership team, working to implement division and department strategies; furthering sponsor outcomes; and rapidly addressing and solving staffing, delivery, and quality issues.
Proactively develop and enable a department workforce that has the expertise and capabilities needed to execute solutions based in defensive and offensive cyber operations, systems engineering, research and development, acquisition, policy, and other related domain expertise.
Develop, build, and nurture the department workforce. Identify and address potential gaps in requested support by building capability development plans for critical capability areas.
Partner with and leverage the MITRE Innovation Centers and Program Divisions for needed technical talent and expertise.
Engage across MITRE to ensure delivery of the highest quality technical approaches and talent to the work program.
Staff projects within the department with the right talent. Assist Project Leads (PLs) in the selection and assignment of staff. Work in coordination with the PLs to establish project-level goals at the individual level for staff assigned to the project and help monitor execution.
Develop and execute technical quality reviews to ensure the production of high technical quality products. Execute, review processes (such as peer reviews) to ensure deliverables are accurate, timely, and meet expectations.
Mentor, coach, and develop staff within the department (Group Leads, Project Leads and Task Leads, Individual Contributors) to set and achieve career goals. Objectively evaluate individual contributions, provide feedback, reward, and recognize staff as appropriate.
Manage project delivery and oversee all aspects of project contract and financial execution.
Manage technical quality and oversee all aspects of program risk management, to include regular coordination with MITRE executive leadership on risk topics. Basic Qualifications: Typically requires a minimum of 12 years of related experience with a Bachelor's degree; or 10 years and a Master's degree; or a PhD with 7 years' experience; or equivalent combination of related education and work experience.
Active TS/SCI Clearance with Polygraph.
Ability to operate effectively at high levels within MITRE sponsor and potential sponsor organizations, recognizing and following through on opportunities in new areas and/or with new MITRE sponsors.
Demonstrated understanding of the organizational constructs of the DoD, Combatant Commands, Service Components, and Combat Support Agencies, their priorities, and missions to enable the development of cross-organizational partnerships, and in turn, facilitate cross-sponsor mission impact beyond those across the Intel Center and other parts of the organization.
Resident onsite Fort Meade presence required with the ability to work on site in a Secure Compartmented Information Facility (SCIF) at MITRE's Fort Meade site and to attend regular engagements at the sponsor's site, located on Fort Meade.
This position requires a minimum of 4 days a week on-site. Preferred Qualifications: Graduate degree (Master's or PhD) in computer science, cybersecurity, national security, engineering, computer, or related field.
Demonstrated leadership of projects that provide innovative solutions leading to game-changing capabilities.
Demonstrated technical depth/domain knowledge and leadership in fields applicable to Joint cyber operations and intelligence.
Demonstrated ability to develop close working relationships within a Joint environment with both military and civilian senior leaders as a trusted adviser providing work program oversight, understanding sponsor priorities, and influencing work program direction and focus.
Proven ability to recruit and develop a top-quality team with a commitment to enhancing Inclusion and Diversity.
Demonstrated ability to develop creative approaches enabling the contributions of geographically diverse staff to primarily classified work program.
Demonstrated experience leading people and/or programs.
Excellent communication skills with all levels of sponsors and internal staff.
