DCCA is looking to staff a Senior-Level Systems Engineer position to support a new, prime contract for a Government program that delivers important technical solutions and products using emerging technologies for processing significantly large amounts of data. Program technical areas include commercial cloud technologies, high performance computing, and enterprise architecture. The program is tactically important to the national security of the United States and the work on these missions are frequently recognized for their results. TS/SCI with poly required. DCCA's Program team is searching for highly skilled, mid- to senior-level Systems Engineer to be a part of our team. The ideal candidate will be interested in executing legacy- to cloud-based transitions in a team environment and should possess the following qualifications: Current, active TS/SCI clearance Related Bachelor's degree plus 15 years of experience (other degrees and relevant experience will be considered on a case-by-case basis) This position will require demonstrated experience performing tasks related to one or more of the following areas: o Applies systems engineering principles throughout the systems life-cycle phases: Concept, Development, Production, Utilization, Support, and Retirement. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Communicates with other program personnel, government overseers, and senior executives. Responsibility for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 25 process areas defined by ISO/IEC15288 o Technical Process Area - Stakeholder Requirements Definition, Requirements Analysis, Architectural Design, Implementation, Integration, Verification, Transition, Validation, Operation, Maintenance, and Disposal; Project Process Area - Project Planning, Project Assessment and Control, Decision Management, Risk Management, Configuration Management, Information Management, and Measurement o Enterprise (Organizational Project-Enabling) Process Area - Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management o Agreement Process Area - Acquisition and Supply. This position shall advise and assist the Customer Program/Project Managers in planning and executing systems engineering activities by following appropriate acquisition policies, processes, and practices. The individual shall ensure accuracy, completeness, and applicability of all inputs/advice and shall provide assistance in: o Facilitating Integrated Process Teams (IPTs) to ensure effective collaboration o Providing testing support o Technical and acquisition system engineering and technical assistance support o Drafting system engineering and architecture diagrams REQUIRED SKILLS/TASKS: At least 10 years of demonstrated experience performing tasks related to one or more of the following areas: o Contributes to the development of sections of systems engineering documentation such as System Engineering Plans, Initial Capabilities Documents, Requirements specifications, and Interface Control Documents o Manages system requirements and derived requirements to ensure the delivery of production systems that are compatible with the defined system architecture(s) - Department of Defense Architecture Framework (DoDAF), Service-oriented Architecture. o Assists with the allocation of the same to individual hardware, software, facility, and personnel components. o Coordinates the resolution of action items from Configuration Control Board (CCB) meetings, design reviews, program reviews, and test reviews that require cross-discipline coordination. o Perform analysis of technical alternatives for a project and make preliminary recommendations. o Perform systems engineering activities and assist in the preparation of multiple work products in Project and Technical Process Areas associated with the ISO/IEC 15288 o Develop and deliver a work product in any of the ISO/IEC 15288 Process Areas. o Independently analyze and recommend alternatives for elements of project's technical design. o Perform systems engineering activities and develop and deliver work products of either the ISO/IEC 15288 Agreement or Enterprise Process Areas. o Assist in developing a new or innovative approach to a technical or engineering issue. o Assist in conducting an evaluation to determine its suitability for project implementation. o Analyze and propose appropriate engineering standards and processes for a project. o Supervise or coordinate the work of other contractor engineers or technicians on a project. o Lead contractor systems engineering activities for a project to include supervising the work of the project engineering staff and technicians. o Approve delivery of work products of multiple Processes Areas defined in the ISO/IEC 15288. o Independently make decisions regarding engineering issues and methodology for a project. o Brief stakeholders and present the status on all technical aspects of their project. DESIRED SKILLS: Strong written and verbal skills to support documentation and customer interface. Must be very detail oriented. Must have exceptional customer relationship skills. EDUCATION: High School Diploma or GED plus nineteen (19) years of general systems engineering experience. Bachelor's degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus fifteen (15) years of systems engineering experience. Master's degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus thirteen (13) years of systems engineering experience. PhD in a Qualified Engineering Field or a related discipline from an accredited college or university plus thirteen (13) years of systems engineering experience.
