Job description
JCS Solutions LLC (JCS) is seeking an experienced IT Project Manager. The candidate collaborates with the cross-functional teams to manage IT projects and will be the primary point of contact for all IT project related customer requirements and interactions, understanding customer needs, and implementing innovative solutions. • Program Leadership:
o Provide strategic direction and vision for the entire IT program.
o Coordinate activities and priorities across infrastructure, desktop support, and cybersecurity teams.
o Ensure alignment with NICHD's mission and objectives.
• Team Collaboration:
o Collaborate closely with the individual team leads for infrastructure, desktop support, and cybersecurity.
o Facilitate cross-team communication, knowledge sharing, and issue resolution.
o Promote a culture of collaboration and teamwork.
• Program Oversight:
o Oversee the performance of each functional area, ensuring the delivery of high-quality services.
o Monitor key performance indicators (KPIs) and metrics to assess program effectiveness.
o Identify opportunities for process improvement and efficiency.
• Resource Management:
o Allocate resources effectively among the infrastructure, desktop support, and cybersecurity teams.
o Ensure that team leads have the necessary resources, tools, and personnel to meet their objectives.
• Vendor and Stakeholder Management:
o Manage relationships with external vendors and contractors supporting the program.
o Engage with NICHD stakeholders to understand their needs and expectations.
• Risk Management:
o Identify and assess risks related to program delivery and cybersecurity.
o Develop and implement risk mitigation strategies in collaboration with team leads.
• Reporting and Documentation:
o Prepare regular reports and updates on program performance and project status for senior leadership.
o Maintain accurate program documentation, including project plans and budgets. Qualifications
• United States citizenship is required
• Ability to obtain a Public Trust
• Requires a minimum of eight (8) years hands-on experience project managing network operations/database management projects. Minimum four (4) of the eight (8) years of Project Manager experience must have occurred in the last 6 years. • Prefers an active/current PMP certification from the Project Management Institute or equivalent. • Requires six (6) or more years prior hands-on experience creating IT project schedules • Requires experience leading project teams of 10 or more staff. • Must have strong familiarity with project management best practices and concepts. • Must have intermediate to expert level of experience with Microsoft products Word, PowerPoint, Excel, and Visio. • Must have strong oral and written skills and experience interacting with and presenting to senior leaders, contract officers etc. within an organization. • Must have strong skills in the following key areas including strategic thinking, multi-tasking, negotiation, conflict management, time management, planning and executing to a defined schedule/budget. • Prior Federal government IT network operations/database management project management experience is required. • Prior experience leading a team that must meet defined Service Level Agreements is required.
