Job description

Duties Plans, organizes and conducts a comprehensive inspection activity, evaluates the effectiveness of occupational safety requirements in the work environment. Administers a management information system, which generates mishap, injury, and illness data for the MTF and identifies specific hazardous conditions that require analysis and implementation measures to control or eliminate unsafe conditions. Manages and maintains all mishap recordkeeping requirements. Develops and conducts safety educational courses for civilian and military supervisors, all staff personnel, contract personnel, and volunteers. Maintains continuing liaison and cooperative relationships to promote acceptance of new laws, to solicit and encourage joint efforts on matters of mutual concern, and to coordinate program operations and projects. Serves as Technical Advisor and performs and documents reviews and evaluations to ensure that appropriate OSH requirements and considerations are incorporated into all operations, facilities, materials and equipment for the MTF. Develops, justifies, and administers an operating budget including staffing requirements, personal protective equipment, and OSH program administration. Assigns and reviews work; writes performance standards and appraises performance for civilian and military; counsel's employees and resolves minor grievances. Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work. Consults and coordinates with other MTF experts including industrial hygienists, physicians, environmental engineers, and fire prevention engineers in the resolution of environmental hazards and the development of safety guidance and procedures. Duties are performed in an office environment with some infrequent exposure encountered in the health care facility, laboratory space, chemical, radiological, biological and physical hazard areas, during inspection /surveys. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire). This position requires the incumbent to have Tuberculosis testing. Specialized Experience: One year of specialized experience which includes administering an occupational safety and health program; establishing guidelines and criteria to control or eliminate hazards at a medical treatment facility; creating and implementing safety programs, applying safety and occupational health laws, regulations, policies, practices or procedures to the medical treatment facility; ensuring accident investigations are performed on all accidents/mishaps; recommending inspection of work and/or surveying workplace changes/improvements; training/educating staff on safe practices; and advising staff on technical matters dealing with occupational safety and health requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
