Job description

Job Description: • Incumbent provides overall accountability and management of the support provided under the Knowledge-based Services contract to the Naval Surface Warfare Center Carderock Division, Naval Architecture and Engineering Department, Code 80. • Support overall planning, direction and success of major projects, systems development efforts, and research or technology initiatives within Code 80. • Provide overall program definition, organization, and direction of short- and long-range plans. • Manage the work of approximately 80 ORBIS and subcontracted personnel on contract. • Formulate, guide, and direct the technical approach. • Coordinate resource requirements with the customer and track their expenditures. • Establish and control technical milestones, budgets, and costs. • Serve as the main POC and interface with the customer. Required Skills and Experiences: Must be a U.S. citizen. A secret security clearance. >20 years of verifiable program or project management experience participating in and leading engineering programs for the Navy, Marine Corps, Coast Guard, or Military Sealift Command in the areas of performance and assessment of quality, cost control, schedule, regulatory compliance, and small business utilization. This includes experience reporting to technical and non-technical audiences up to the field grade officer (O-6) or civilian senior level (GS-15).
