Job description

Duties The DCSA Counterintelligence (CI) and Insider Threat Directorate is seeking a GG-0132-13 to serve as a Liaison Officer (LNO) representing DCSA in College Park, Maryland. The selectee will serve in this role for 36 months. A one-year extension of this assignment may be granted based on mission need, supervisory approval, and host agency approval. As an INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties: Serves as a DCSA CI Liaison (LNO), with primary duty at assigned agency or organization and DCSA Headquarters, Quantico Marine Corps Base as agreed to by DCSA leadership and commensurate level at Other Government Agencies (OGA). Advises the DCSA Office of Counterintelligence (OCI) leadership as necessary on the operational impact of OGA initiatives, applicable new CI policies/directives and their impact upon DCSA mission and recommends agency positions. Provides courses of action to improve DCSA integration, collaboration and engagement both internally across DCSA and externally with partners and stakeholders. Provides information, perspective and guidance to DCSA management and field elements on CI-related issues and how they should be addressed in the conduct of personnel security investigations, security investigations, security inspections, and authorized functional services. Incumbent will be responsible for ensuring effective coordination of operational DCSA issues on an as needed basis with national and DoD security, intelligence and Law Enforcement (LE) organizations, DoD Components and OGAs that are signatories to the NISP. Responsible for developing and coordinating quality and timely counterintelligence leads and referrals. Incumbent will be responsible for the execution of highly complex intelligence programs and the integration of DCSA interests within the IC and LE community partners. The incumbent will be required to report to the office on a routine basis. If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement. Qualifications The selectee will serve in this role for 36 months. A one-year extension of this assignment may be granted based on mission need, supervisory approval, and host agency approval. DCSA will reassign you to another position at the conclusion of your participation as an LNO. At least six months before the end of the LNO assignment, your Directorate will work with you to find positions for which you qualify following completion of the Program. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Specialized experience must be in field of counterintelligence (CI) collection, CI investigations, CI operations, or CI functional services. Applicants must have experience working with and adhering to Department of Defense (DoD) CI authorities and policies. Specialized experience must be demonstrated in supporting multi-lateral CI operational and investigative activities against foreign intelligence entities to include a wide range of complex operational challenges. Specifically you will be evaluated on the following competencies: 1. Partnering - Experience building networks and strategic relationships to further investigations, operations and analysis of CI stakeholders to include Military Department CI Organizations the Federal Bureau of Investigation and across the DCSA enterprise. 4. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. 5. Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
