Job description

The Program Director has overall operational responsibility for large company Programs that are considered by the company's President as having the ability to impact a substantial percentage of the company's revenue. The Program Director will report to the company's Vice President of Programs. The programs managed by Program Directors play a major role in driving our future business strategies. The Program Director is responsible for leading the Program Management Office (PMO) with the objective of optimizing Customer Satisfaction by providing best value solutions while ensuring the Program schedule and financial objectives are met. The Program Director must have a working knowledge of Intelligence, Surveillance and Reconnaissance (ISR) technology, CONUS and OCONUS field operations and the associated integrated logistics support. The Program Director must work with the functional management/supervisors to ensure the optimization of resources (internal to the company as well as Subcontractors/Suppliers) to meet the Program Cost and Schedule objectives. The Program Director must have a working knowledge of Customer budget cycles, approvals, types and applications and have the ability to understand the alignment of budget availability to support program objectives. The Program Director may be assigned to all types of Programs including but not limited to: USG Domestic, USG FMS and Commercial Programs both domestic and international. The Program Director shall direct all phases of the Program from inception through completion. Fully responsible for all aspects of Program execution and performance to include phase in planning, scheduling, risk management, cost budgeting and monitoring, technical performance, meeting quality and safety standards, delivery of quality products, services and data per the contract, and program phase out. Function as the primary customer interface and direct company resources to properly meet all program and contractual requirements. Working Procedures: • Develop and ensure successful implementation of the Program Office policies, procedures and guidelines consistent with the strategic plan and Customer's Contract requirements. • Plan Program activities (both technical and non-technical) to maximize system operational availability. • Plan Program activities to align with funding availability. • Implement plans to ensure high retention of Program employees both CONUS and OCONUS. • Manage the PMO to ensure consistent and high-quality Program financial controls/monitoring, administration, internal and external communications, scheduling and resource planning needed to achieve the respective program goals. • Manage, develop, coach, and retain high-performance Program team members, empowering them to elevate their level of responsibility, span of control, and performance. • Provide leadership in development of Program communications and cohesiveness, sustaining our culture and supporting Program team members during all phases of Program execution. • Work with the Program Customer community along with our Engineering to expand the program through value added Engineering Change Proposals (ECPs). • Manage and cultivate relationships within partner organizations (subcontractors, suppliers, vendors, Govt organizations/facilities) to ensure a cohesive approach to Program execution. • Develop the necessary systems, processes, and tools to better support the facilitation, collection, and sharing of System Data to maximize operational availability of the deployed systems. • Ensure that key program outcomes as they relate to cost, schedule and customer satisfaction are achieved while maintaining company policies and procedures. • Work collaboratively with the senior management team and functional managers/supervisors to understand and support other corporate program activities and functions to help ensure overall company success. • The Program Director must insure the PMO follows our standard processes for program initiation and control to include but not be limited to: generation and maintenance of all program documents to include program budgets with Work Assignment Documents (WADs), spend plans, Statements of Work, Technical Specification, Work Breakdown Structure and dictionary, Organizational Breakdown Structures, Risk Management Plan and Schedules. • The Program Director must establish program milestones and monitor adherence to baseline plans and schedules, identify program problems and coordinates the program team in the development of solutions. • The Program Director will function as the primary point of contact and maintain a close relationship with the Customer and major partners, subcontractors and vendors, and be responsible for obtaining Customer acceptance and payment of deliverable products and services. • The Program Director will be required to utilize Earned Value Management Systems (EVMS) to track and manage labor, material, travel and other direct costs. Perform other duties and responsibilities as assigned. Education Requirement: Advanced Degree (e.g. B.S.) in Engineering, Business or related technical field. Experience Requirement: A minimum of fifteen years of combined Director Level Management and/or Program Management experience in a defense-related industry. Managed U.S. Govt. Programs Annual Revenues of greater than $50M.
