Job description

SMX is seeking an Acquisition Contract Specialist for a Department of Defense (DoD) acquisition support to the Secretary of the Air Force/Concept Development Management Office (SAF/CDM), Mission Architecture Innovation directorate (CDMM) Acquisition (AQ) and Contract (PK) office. The organization manages a portfolio of projects to develop and implement information systems to support a broad range of business and mission activities. This position requires a DoD TS/SCI clearance, mandating US citizenship for work on DoD contracts. Essential Duties and Responsibilities Provide support and assistance in preparation of all requirement documentation for complex acquisitions such as, but not limited to, acquisitions plans (APs), Acquisition Strategy Panels (ASPs), Performance Work Statements (PWSs), Statements of Work (SOWs), Statements of Objective (SOOs), Determinations and Findings (D&Fs) and Justification and Approvals (J&As) Analyze requirements and determine appropriate contract type and the appropriate extent of competition Prove recommendations, evaluate, assist with development, and execution of approved acquisition strategies Support acquisition efforts throughout their life cycle, requirements definition and development, procurement, and post-award contract management activities to ensure the expected benefits of each procurement action is realized Conduct market analysis, cost analysis, requirements analysis, Independent Government Cost Estimate (IGCE) development, as well as contract administration Performs a full range of pre-award and post award functions for multiple agency departments such as prepare and distribute contract award documents and provide post award support such as contract file maintenance and contract administration Collaborate with team members to effectively define acquisition products that meet technical, schedule, and programmatic requirements Provide recommendations on solicitation development and format, and assist with the generation of Instructions to Offerors (ITOs) and Sections L&Ms Ensures compliance with quality assurance requirements and promptly addresses performance related issues Document and facilitate communication between groups Support the management of project requirements, scope, and schedule changes Required Skills & Experience DoD Top Secret/SCI BS degree with minimum eight (8) years relevant experience providing acquisition support for a cloud platform or similar (ie Cyber/IT program office) DAWIA Level 2 / PM (Practitioner) / Contracts (Professional) Experience and knowledge in automated office software suites to include word processing, spreadsheets, e-mail, graphics, database, and communication systems Program office experience supporting cloud platforms or cyber/IT to include working with senior technical SMEs Strong writing skills/experience preparing requirements documents such as: Statement of Works (SOW), Statements of Objective (SOO), and Performance Work Statements (PWS) Experience preparing Independent Government Cost Estimates (IGCEs) Experience managing the procurement process from cradle to grave Experience preparing procurement packages and solicitation documents such as Request for Information (RFI), Request for Proposal (RFP), and Combined Synopsis/Solicitations Experience supporting processes to track and report progress on contract actions Experience working with evaluation teams for source selections, performing market research and surveys to identify potential suppliers and vendors and developing acquisition plans, schedules, and executive program briefings Extensive knowledge in acquisition policies/compliance and industry standards and preparing briefings and presentations Extensive knowledge in acquisition policies/compliance and industry standards and preparing briefings and presentations Desired Skills & Experience Master's Degree in related discipline Certifications: DAWIA PM/Contracts Level 3 / PM (Advanced) / Contracts (Professional) Application Deadline: October 11, 2024 SMX' salary determination process takes into account a number of factors, including but not limited to, geographic location, Federal Government contract labor categories, relevant prior work experience, specific skills, education and certifications.
