Job description

Duties Provides vision and communicates mission and organization goals to all subordinates. Sets performance objectives and standards, evaluates subordinates and leads by example. Complies with DA emphasis programs, e.g. safety, security, internal controls, inventory management, and quality assurance. Develops subordinates through mentoring, counseling, providing challenging training and work assignments, and providing timely performance evaluations. Recruits and retains high quality employees by creating a positive environment. Provides leadership, promotes and applies EEO/AF principles to all aspects of human resources management, e.g., hiring, employee development, work assignments/schedules, discipline, counseling and awards. Directs, develops, and administers plans and procedures, and implements regulations to provide for a comprehensive Soldier and family support program widely recognized for addressing a broad range of interests and needs of the military community. Determines activities and services to be offered; initiates new programs and modifies or terminates existing programs through assessment of effectiveness of existing programs. Establishes current and long-range program plans considering customer desires for program/services, the installation mission, troop strength, division staff, and facilities. Ensures that program modifications reflect real cost savings, efficiencies, or increased services. Evaluates progress of program plans to determine whether overall objectives are being accomplished economically with reference to budget and manpower. Analyzes statistical data and budget reports to monitor achievement of operation requirements. Measures established program performance standards and objectives, customer relations and satisfaction, and personnel utilization and cost limitations. Meets with program/activity managers and coordinates the implementation of approved plans to meet the installation objectives and goals by functional program area. Serves on a variety of ACS activity councils to keep informed on operations and/or to coordinate programs and requirements. Maintains liaison with off-installation organizations to explore possible joint provision of services, or utilization of installation facilities/services by nearby military installations, community members. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as sociology. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Managing multiple military program areas (such as Family Advocacy and Volunteer Services) for procedural/plan administration and resource activity (to include budget); 2) Developing corrective action based on self-analyzed reports and statistics for operational efficiency/effectiveness; 3) Supervising subordinates (e.g. training, awards, mentoring, personnel actions, and disciplinary measures); 4) Coordinating with Program Managers on program operations (such as short and long range planning); 5) Serving as liaison for coordination with external community organizations on program operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
