Job description

Duties Establishes acquisition program priorities, monitors progress and takes action to ensure that all milestones are met or workarounds are in place to mitigate potential issues. Maintains liaison with internal and external stakeholders from Department of Defense (DoD), Department of Army (DA), supporting organizations, and industry partners to ensure the program is on track to meet cost, schedule and performance goals. Reviews technical resources, acquisition policies, and directives from higher echelons to initiate, plan, and direct a variety of activities critical to mission accomplishment. Analyzes budget revisions, schedule adjustments, legislative/policy changes, and economic trends to determine their impact on assigned programs and take necessary action to minimize adverse effects. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. One year trial/probationary period may be required. You will be required to provide proof of U.S. Citizenship. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at the Practitioner Level in the Acquisition Career Field Program Management within 60 months of entrance on duty. The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report. Business travel required up to 25% of the time. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. Qualifications This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. Term Appointment NTE - Position will be filled as a Term Appointment NTE 2 years. Term appointments may be extended up to a maximum of six years and may be made permanent without further competition at management's discretion. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience is defined as: 1) Perform acquisition life cycle product development to include managing cost, schedule, and performance activities; 2) Coordinate acquisition support activities necessary to meet program objectives; and 3) Develop complex acquisition strategy planning/documentation to manage the program portfolio. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
