Job description

cBEYONData is seeking a highly skilled Agile Implementation Consultant to support a customer who has embarked on a large modernization initiative. This role will support the Government's National Background Investigation Services (NBIS) Program Management Office (PMO) by evaluating and optimizing current business processes to enhance Agile software development and overall program performance. The individual will focus on identifying process inefficiencies, eliminating silos, and creating a seamless, end-to-end operational structure within the PMO. The consultant will also recommend improvements that foster a user-first culture and increase software development velocity, test automation, and value delivery. Responsibilities: Process Evaluation and Analysis: Conduct a comprehensive review of current NBIS PMO business processes, focusing on requirements gathering and workflow practices Identify and document key areas of inefficiency, process silos, and bottlenecks that hinder effective end-to-end operations Collaborate with internal and external stakeholders to gather insights and feedback on current processes and challenges faced during Agile software development cycles Process Optimization Recommendations: Develop a comprehensive set of recommendations to optimize existing processes and practices across the NBIS PMO Focus on creating end-to-end processes that eliminate silos and promote smooth collaboration across different functions within the PMO Align the process improvement recommendations with Agile principles to enhance flexibility, adaptability, and scalability Present findings to senior leadership and propose actionable changes that support faster software development cycles and increased value delivery Agile Organizational Structure Development: Design and recommend a To-Be Agile organizational structure that facilitates improved velocity and quality in software development Define key components of the Agile framework, including standardized processes, ceremonies (e.g., sprint planning, daily standups, retrospectives), and recommended team structures Outline a governance framework that ensures accountability, transparency, and collaboration, while fostering an Agile mindset within the NBIS PMO Establish metrics, key performance indicators (KPIs), and tracking mechanisms to monitor progress and measure the effectiveness of process improvements User-First Culture Development: Propose a plan to embed a user-first culture within the NBIS PMO, with an emphasis on user experience (UX) in solution development Collaborate with product owners, developers, and UX designers to define a clear Definition of Done that ensures quality, functionality, and user satisfaction are prioritized in the software development process DevSecOps and Automation Strategy: Work with stakeholders to draft a DevSecOps and Continuous Integration/Continuous Deployment (CI/CD) approach aimed at automating the deployment of high-quality, secure code Provide recommendations for increasing test automation to enhance software reliability and reduce development cycle times Ensure that security is integrated seamlessly into the software development lifecycle while maintaining Agile flexibility Stakeholder Engagement and Iterative Improvement: Engage regularly with stakeholders and senior leadership to provide updates on the process review, optimization plans, and progress Implement an iterative approach to process improvement, ensuring that any changes made are adaptable and scalable based on feedback and changing requirements Qualifications: Top Secret security clearance Bachelor's degree in Computer Science, Information Technology, Business Management, or other equivalent degree Certified SAFe Program Consultant (SPC) or similar relevant certification Minimum of 3 years of experience in implementing SAFe in large-scale IT projects Minimum 3 years of Public Sector experience Extensive experience in process improvement, business process optimization, and Agile transformations, particularly in Government or defense environments Strong understanding of Agile methodologies, frameworks, and best practices Demonstrated success in eliminating process silos and establishing end-to-end processes that drive collaboration and efficiency Experience in developing organizational structures and governance frameworks that support Agile software development Preferred Experience: Prior experience with NBIS or similar federal programs, particularly those supporting Agile transformation Proven track record of driving Agile organizational culture changes and embedding user-first principles in software development Familiarity with test automation tools, security best practices, and federal software development guidelines cBEYONData is a Federal Contractor and an EEO and Affirmative Action Employer of Females/Minorities/Veterans/Individuals with Disabilities.
