Description Are you interested in working with internal and external project teams responsible for all aspects of facilities projects from design through construction? Would you like to work at the nation 's largest university affiliated research center supporting construction projects of national significance? If so the Johns Hopkins University Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Senior Construction Cost Estimator
for design and construction of new buildings and renovations of existing buildings. In the Senior Construction Cost Estimator position, you will be a key contributor as you prepare estimates by developing project work breakdown structures, calculating complete scope of work take-offs, apply construction means and methods, perform constructability reviews and calculate total project costs. Design teams will also collaborate with you on the quality and amount of input vital to develop the efficient design solutions. You will develop cost estimates, reports and presentations as well as analyze historical data. As a Senior Construction Cost Estimator your responsibilities include Works with the Facilities Design and Construction (FDC) leadership team to develop estimating systems and processes
Apply estimating terminology, measures, concepts, and principles
Recognizes how various processes/project actions and assumptions may impact the project estimates and begin to assist in quantifying the impact
Provide review and analysis of contractor bids on construction projects
Reads and interprets drawings and specifications
Works with the Project Manager to develop cash flow schedules and estimates
Understand market price for construction materials and labor costs in the Baltimore/Washington region
Use software such as Navisworks, AutoCAD, and Bluebeam to provide cost estimates
Review design changes in terms of cost impact to the project
Review construction change orders for cost and schedule impact
Perform value engineering and estimate cost savings
Perform constructability reviews and recommendations, identifying the cost impact
Compile and record all related documents
Cost consulting from inception to completion and ongoing cost advice to FDC leadership at a portfolio level
Build out and run a comprehensive cost refence database of historical projects based on project type, size, use cases, etc.
Track the latest costs trends as it relates to design and construction projects
You will apply APL vehicles in the course of day to day operations. Qualifications You meet our minimum qualifications for the job if you have Bachelor's degree in Engineering or Construction Management
Five (5) years related estimating experience
Experience leading, assembling and communicating estimate work to Clients and bid sheets for contractors
Strong and effective written, oral and presentation skills
Proficient skills in the area of current technology, i.e., Microsoft Office Suite
Experience with estimating software such as CostWorks, Timberline, and MII Estimating systems
Demonstrates an ability to complete tasks with independently and with minimum supervision
Proficient at relationship building and conflict resolution
Extensive knowledge of construction methods and techniques, attention to detail ensuring accurate results, ability to identify cost drivers and pull data from industry leading cost publications
Experienced with providing efficient alternatives and different material selections, construction equipment, and production methods for each project in order to maintain scope, schedule, and budget
Performance of this job requires a valid state of residence driver's license. The selected candidate will be subject to a motor vehicle record check.
Are able to obtain a Top Secret level security clearance. If selected, you will be subject to a government secret clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship
You go above and beyond minimum qualifications for the job if you Bachelor's degree plus 10 years of experience in estimating/cost consulting
Previous experience working on complex, secure government or defense industry projects
Professional registration from a construction industry recognized association such as the Certified Professional Estimator (CPE) from the American Society of Professional Estimators, the Certified Cost Estimator/Analyst (CCEA) from the International Cost Estimating & Analysis Association, the Professional Certificate in Construction Estimating (PCSE), Certificate in Construction Estimating (CiCE), or other relevant certification associations Why work at APL? The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance.
