Senior Project Manager (PM) - Mentor Protégé Program (MUST BE A US CITIZEN)
Thomas & Herbert Consulting (T&H) has a very exciting, senior manager position for a Senior Project Manager (PM) to lead its Mentor-Protégé Program (MPP). T&H is one of the first small businesses approved to mentor other small businesses via the Department of Defense (DoD) and National Geospatial Intelligence Agency (NGA) Mentor Protege Programs. We are seeking additional agreements within DoD and the IC to deliver support to a broader range of small businesses. Our MPP Agreements are focused on innovative technologies such as Cyber Security, Cloud Computing, digital AI and related technologies. The candidate selected for this position must be innovative and have a solid understanding of the intersection of technology and business, and how to leverage technical staff and contractors to deliver training and other developmental assistance to our protégés to help them become viable prime contractors capable of delivering Cyber Security, Cloud Computing, digital Artificial Intelligence (AI) and related technologies to DoD/IC customers. Duties will include leading and managing all aspects of our MPP Initiative, to include forging and maintaining an excellent relationship with the Government sponsor, protege company leaders, and other stakeholders involved in helping us to deliver services to the protege companies, communication with T&H leadership, government customer, and protégés to ensure that protege's developmental needs are fully satisfied, manage the tasks and activities of the MPP staff, interface with T&H managers to ensure that proteges are engaged in our new business development activities, and ensure that all terms and conditions of our MPP agreements are fully satisfied, including key performance indicators such as subcontracting work to our protégé companies. The Senior PM shall manage pre-award and post-award actions necessary to ensure the fulfillment of the MPP agreements, while working with the company's business operations in support of this initiative. The Senior PM will lead the efforts of the company to expand the involvement of Mentor-Protege Program Interns (MINTs) who are currently working under a pilot project to deliver value to protégé companies. Responsibilities: (MUST BE A US CITIZEN) • Provide oversight and management to overall contract operations often involving multiple projects/tasks and groups of personnel at multiple locations • Communicate with T&H leadership, government customer, protégés to assess organizational and developmental needs; • Identify and/or manage qualified contractors, subcontractors, consultants and vendors, including Historically Black Colleges and Universities and Minority Institutions (HBCUs/MI's) to provide service to protégés; • Forge and sustains relationships between all engaged parties; • Develop and share leading programs to enhance offerings and delivery capabilities and lead the development or enhancement of service offerings • Provide exemplary leadership as the lead engagement executive, responsible for overall engagement quality and relationship management at the most senior client levels. • Establish and maintain relationships at the senior level within target agencies and client organizations • Responsible for ensuring senior level management within the client organization is aware of overall program status, including all relevant projects and their potential impact on higher level organizational strategic vision, this may include subject matter and unique technical knowledge • Drive sales to achieve annual revenue goals across multiple projects valued up to $4,000,000 annually • Draft proposals to provide developmental assistance to protégés; • Lead and coordinate meetings with protégés, and service providers to facilitate the third party developmental assistance process; • Identify and manage resources to successfully execute projects • Consistently meet targets for engagement resource utilization and timeline • Lead, mentor and develop other staff • Communicate project objectives to team and monitor project success • Accountable for satisfaction of contractual commitments and dealing with scope/contract change decisions • Establish and maintain technical and financial reports in order to show progress of projects to management and clients • Develop marketing and promotional materials; and • Other duties as assigned by the T&H leadership Qualifications: • Bachelor's degree in business or an associated discipline and minimum of 6 to 8 years of related experience managing Small Business programs, along with the administrative policies and procedures preferred. • PMP Certified a major plus • Direct experience in leading and executing successfully MPP within the DoD and NGA Mentor-Protégé Programs is a major plus. • Direct experience in leading and implementing successfully Cyber Security, IA and other Technology innovations and solutions within a federal government intelligence agency. • Proven track record of leveraging and managing resources to grow the technical capabilities, infrastructure and revenue of small businesses. • Understanding of the needs of small business and how to deliver critical technical, business development and other developmental assistance to small businesses. • Thorough understanding of business development in the Federal Government and a successful track record in educating small businesses in terms of how to grow their businesses. • Hands-on experience with Microsoft Office Suite of products to include Word, PowerPoint, Outlook, Excel, Access, and Project; • Strong oral and written communication skills; • Must be detail oriented and self-motivated; • Ability to multitask; and • Ability to work cooperatively and independently
