Job description

Duties Serves as the DoD Cyber Crime Center Records and Information Management Officer (RIMO). Responsible for overseeing and issuing guidance on information life-cycle management and disposition of DC3 records. Schedules and conducts records-management program evaluations of DC3 sub-directorates. Formulates and oversees the implementation of agency policy and guidance for information lifecycle requirements and recordkeeping in accordance with agency strategic plan. Plans, organizes, directs, reviews, coordinates, and establishes controls for all agency information lifecycle requirements specifically Records Management activities. Manages the RIM training program. In general, the incumbent is responsible for identifying and assessing customer needs, developing long-and short-range plans to meet these needs in a cost-effective manner, and overseeing the implementation and management of accepted solutions that fulfill agency KM and Records Management requirements. Applies broad knowledge of program element policies and procedures to direct, control, implement, and execute various DC3 directives. Coordinates with organizational information management subject matter experts and records managers to ensure programs are fully cognizant of and integrated with technology advancements and information architecture strategies. Serves as the FOIA/PA officer for the command. Develops and promulgates guidance to ensure timely and uniform implementation of DC3's FOIA and PA programs. Works with the CIO and organization General Counsel to ensure that electronic records/documents, FOIA and PA initiatives have a sound business case supporting the desired approach being taken. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Expert knowledge in a variety of technical areas, including records management, electronic recordkeeping, document management, security regulations, information management policy, program and project management, and information dissemination. Expert knowledge of analytical and evaluative methods and thorough understanding of how regulatory programs are administered to select and apply appropriate program evaluation techniques to determine compliance. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Record and Information Management (RIM) Program, and applicable Federal and Public Laws/Executive Orders/DOD Directives/Air Force Instructions, and National Archives and Records Administration guidelines and polices governing life-cycle management of records to include electronic records and information. 2. Skill to use information management systems software, database concepts, and peripheral storage devices associated with management of RIM, HR, and related corporate resource management programs. 3. Skill in advising management on controversial or sensitive, complex, and difficult issues and problems pertinent to RIM and KM program objectives. 4. Ability to gain cooperation from others through tact, courtesy and diplomacy; establish, conduct and provide training; and advocate RIM and/or KM programs objectives. 5. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships. 6. Knowledge of USAF KM principles, concepts, practices, and analytical techniques. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, the incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. The incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
