Responsibilities • Plans, develops, and leads strategic planning and policy activities in order to accelerate DC3 operational goals, objectives, and requirements across enterprise, cyberspace operations, and cyber exercise planning and execution, in addition to leading strategic analysis in support of complex cyber programs. • Coordinates and collaborates with internal Directorates and external National, DoD, and AF IT programs and agencies. • Drives identification, continual assessment, interpretation, and implementation of National, DoD, and AF strategies and guidance for application to DC3 missions. • Plans organizational and resourcing strategies, implementing policies, and defines annual performance metrics. • Coordinates and collaborates with staff from DoD organizations and Federal agencies to interpret, develop, and modify strategies and policies to ensure efforts meet program needs. • Guides training planning and execution. • Supervises Agreement Management with external agencies and mission partners. • Develops, manages, and maintains applicable standing operating procedures (SOPs) as required - ensure periodic, not less than annual, review of SOPs and associated activities to ensure continuous improvement of Strategic Planning and Policy. Qualifications Required Qualifications: Strong analytical and problem-solving skills.
Proficiency in strategic thinking and planning.
Strong knowledge of policy analysis and development. Strong ability to formulate and update policies to align with organizational objectives.
Ability to ensure policies comply with relevant laws and regulations.
Ability to evaluate the impact of existing policies and recommend change, as needed. Strong ability to collaborate with internal and external stakeholders to gather input and build consensus. Experience in communicating strategic plans and policies to various audiences including senior management and staff.
Ability to track and analyze performance data and prepare reports for leadership.
Strong ability to lead and manage team.
Experience with leading and mentoring a team of strategic planners and policy analysts.
Ability to foster a collaborative and innovative work environment. Experience in managing project timelines and resources effectively. Ability to identify potential risks to the organization and develop mitigation strategies.
Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA
Active Top Secret clearance required
Desired Qualifications: Experience with effectively developing and implementing strategies that align to organizational goals.
Experience with strategic management frameworks.
Knowledge of industry-specific regulations and standards.
10+ years of experience in strategic planning, policy development, or a related field.
Experience in a leadership or senior management role. Experience with innovative problem-solving and strategic thinking. Preferred Strategic Management Professional (SMP), Certified Public Manager (CPM), or completion of a strategic planning certificate.
Target Salary Range $135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
